由于煤炭行业的高危险性，其实际生产作业时不安全事故时有发生，其中多数是由于人的不安全行为所导致，因此控制人的不安全行为是减少事故多发的关键。为了有效控制人的违规行为，减少煤炭企业事故的发生,本文围绕行为安全审计方法及实施流程开展研究。 首先，本文将安全审计方法与行为管理其他方法进行比较与分析，通过文献梳理及对航空、通信、信息、交通等领域安全审计研究成果的归纳，阐明了行为安全审计定义，并阐述了煤炭企业矿工行为安全审计概念等基本内涵。 其次，以煤炭企业一线矿工行为为对象，以安全审计方法为基础，构建了煤炭企业一线矿工行为安全审计的内容体系，包含工作环境、安全意识、技术能力、学习与培训、应急安全五项内容；基于此编制了煤炭企业矿工行为安全审计内容调查问卷，运用SPSS16.0软件对228个有效样本的测验问卷进行信度和效度检验，完成煤炭企业一线矿工行为安全审计内容的探索性分析，从而初步确立了本文的矿工行为安全审计内容体系模型。 再次，基于所确立的煤炭企业一线矿工行为安全审计内容体系，探索性设计了煤炭企业一线矿工行为安全审计流程，并编制了一线矿工行为安全审计清单。 最后，通过对某煤炭企业三个区域内不同岗位矿工行为安全进行审计，得出审计结果并提出相应干预措施。 本文将安全审计相关原理和方法应用到行为安全研究中，丰富和拓展行为安全相关理论研究的应用范围，为煤炭企业安全管理技术和方法的创新提供新思路和新的理论依据。对煤炭企业一线矿工实施的行为安全审计，有助于减少煤炭企业一线矿工不安全行为，切实提高煤炭企业行为安全管理水平，保障煤炭企业安全生产，确保煤炭企业可持续发展目标的实现。

Due to the high risk of the coal industry, its actual production job insecurity incidents have occurred, and most of them are caused by the unsafe behavior of human, thus controlling human unsafe behavior is the key to reducing accident-prone. In order to effectively control human violations, reduce the occurrence of accidents in coal enterprises,this paper focus on behavior safety audit method and implementation process. First, this paper compares and analyzes the safety audit methods with other methods of behavior management. Through the literature reviewed and the results of safety audit in aviation, communications, information, transportation and other fields, this paper expounds the definition of behavior safety audit, and expounds the basic connotation of the concept of safety audit of coal mining enterprise’s miners behavior. Secondly, taking the coal mining enterprise’s frontline miners behavior as the object, combining with the method of safety audit, this paper builds a system of safety audit of the coal mining enterprise’s frontline miners behavior, including working environment, safety awareness, technical ability, learning and training, emergency safety; Based on the system, the detection questionnaire of safety audit of the coal mining enterprise's frontline miners behavior was prepared; The reliability and validity of the 228 valid samples were tested by SPSS16.0 software, and the contents of the behavior of the coal frontline miners were analyzed, then the system model of behavioral safety audit coal mining enterprise’s frontline miners is tentative confirmed. Third, based on the establishment system of the safety audit of the coal mining enterprise's frontline miners behavior, this issue designs the process of safety audit of coal mining enterprise’s, miners behavior, and compiles the audit checklist about safety audit of the coal enterprise’s miners behavior. Finally, auditing the coal mining enterprise’s frontline miners behavior, this paper obtains several conclusion, and proposes relevant measures. This article applys safety audit principles and methods with behavior safety studies, expands the application range of relevant theory of behavioral safety, provids new ideas and new theoretical for the innovative of coal enterprise safety management technologies and methods. Auditing the coal mining enterprise’s frontline miners behavioral safety, benefits to reduce the unsafe behavior of coal mining enterprise’s frontline miners, effectively improves behavioral safety management level of the coal mining enterprise, ensure safety in production of coal mining enterprises, and ensure sustainable development goal of the coal business.
