旅游产业集群作为一种区域旅游发展战略，在提升旅游竞争力方面有着重要的作用。西安作为世界历史文化名城，向来是我国重要的入境及国内旅游目的地，各级政府也都将旅游产业作为支柱产业予以了重点扶持。但近年来，西安在旅游产业的竞争中与其它著名旅游城市的差距不仅没有缩小反而拉大，显示其竞争乏力。本文从旅游产业链的角度出发，构建西安旅游产业集群，为提升西安旅游产业的竞争力，促进西安旅游业的快速发展提供了策略选择。 本文首先对国内外旅游产业链及旅游产业集群的研究现状进行了比较和分析，进而对旅游产业链和旅游产业集群两个概念的差异及其内在的关系展开阐述，为后文从产业链角度构建旅游产业集群奠定理论基础；然后，运用定量分析方法，计算出了旅游产业集聚度及旅游业竞争力的大小，并对两者关系进行了相关性分析，从而得出西安旅游产业集群构建的现实意义就是提升其旅游产业的竞争力的结论；其次，通过对西安旅游产业发展现状及其存在的问题、西安旅游产业集群的发展现状与发展趋势进行深入地分析，阐述了西安旅游产业集群构建的可行性，同时，也为西安五大优先旅游发展区的旅游产业集群构建提出了一定的思路；最后，以具有一定典型性的西安曲江新区作为案例进行研究，有针对性地分析其旅游产业链内部结构，并基于旅游产业链对旅游产业集群的基础支撑作用，构建了西安曲江新区旅游产业集群，并对曲江新区旅游产业集群发展提出了对策及建议。

As a kind of regional development strategy, tourism industry cluster has an important role on promoting the competitiveness of tourism. Xi’an is a famous cultural city in the world as well as an important tourist destination at any level, so it is listed by the local governments as a mainstay industry. However, in recently years, the gap of the tourism competitiveness between Xi’an and other famous tourist cities hasn’t only closed, but is enlarging, revealing the weakness of competitiveness of Xi’an. In terms of tourism industrial chain, the thesis is trying to construct Xi’an tourism industry cluster to provide an alternative strategy to promote the competitiveness of Xi’an tourism and make Xi’an tourism industry to develop faster. Firstly, the thesis compares and analyzes the present situation of domestic and foreign researches on tourism industry chain and tourism industry cluster, then clarifies the differences and internal relationship of two concepts, thus establishing the theoretical foundation for constructing the tourism industry cluster in terms of industry chain; Secondly, the paper calculates the concentrative degree of tourism industry and the competitiveness of tourism by the way of quantitative analysis. Moreover, the relativity of two concepts has been analyzed. The conclusion is that to construct Xi’an tourism industry cluster is the way to promote the competitiveness of tourism; Thirdly, the thesis clarifies the feasibility of constructing tourism industry cluster in Xi’an by analyzing the present situation of tourism development and some problems of Xi’an tourism, and the present situation and trend of development of tourism cluster in Xi’an. Meanwhile, the paper puts forwards the way of constructing tourism industry clusters of five priority-development tourism regions in Xi’an; At last, the thesis studies the typical Qujiang District in Xi’an as a case, including analyzing the inner structure of its tourism industry chain and constructing tourism industry cluster in Qujiang based on the support function of tourism industry chain to tourism industry cluster, what’s more, the paper makes some suggestions on how to develop tourism industry cluster in Qujiang District.
