摘要
项目成功的基础是实施有效的人力资源管理,如何最大限度利用人力资源,发挥项目人员潜能,核心问题就是做好项目团队人员激励。随着我国国家政策的鼓励和国际工程建设市场的不断开拓,国际工程项目日渐增多,如何在竞争中击败对手,保持核心竞争力,就需要改革和创新项目人力资源管理。H公司是业内较早使用项目管理手段的国有大中型企业,虽然已经形成了一套成熟的管理模式,但仍受体制制约和行业特点影响,项目人力资源管理水平仍有待提高。因而,如何充分调动工程建设监理项目中员工的积极性、主动性,如何激发各类人才的潜能,探索建立工程建设监理项目管理中人员激励方案更具有紧迫性和重要性。
本文以H公司工程建设项目监理部人员为研究对象,运用文献分析法、访谈法、问卷调查法以及实证调查法,从分析工程建设监理项目的特点和项目人员激励的现状入手,分析了监理部中各类员工的特点和需求,根据问卷调查文献得出项目人员激励中存在的绩效考核和员工培训等问题。通过对相关激励理论的研究,介绍了H公司工程建设项目部监理人员激励现状,描述了监理人员在项目进展过程中出现的问题,结合知识型项目员工的特点,提出了监理人员激励改进措施,为加强H公司项目人力资源管理激励方面提供了一定的依据,也为工程建设监理行业在项目人员激励方面提供了一定的参考,对H公司提高激励管理水平有着一定的实践意义。

Abstract
The foundation of project success is to implement effective human resource management. How to maximize the use of human resources and give full play to the potential of project personnel is the core problem is to do a good job of project team staff motivation.With the encouragement of our national policy and the continuous development of the international engineering construction market, the number of international engineering projects is increasing day by day.As to the need to reform and innovate project human resources management, company H is a large and medium-sized state-owned enterprise that used project management tools earlier in the industry. Although it has formed a set of mature management models, it is still affected by institutional constraints and industry characteristics.Project human resource management level There is still room for improvement.Therefore, how to fully arouse the enthusiasm and initiative of the staff in the construction supervision project, how to stimulate the potential of all kinds of talents, and how to explore the establishment of the personnel incentive scheme in the project management of construction supervision are more urgent and important.
This paper takes the engineering project supervision department of H Company as the research object, uses the literature analysis method, the interview method, the questionnaire survey method and the empirical investigation method, starting with the analysis of the characteristics of the project construction supervision project and the current situation of the project personnel incentive.This paper analyzes the characteristics and needs of all kinds of employees in supervision department, and according to the questionnaire literature, draws the questions of performance appraisal and employee training in project personnel motivation.Based on the research of relevant incentive theory, this paper introduces the current situation of supervision staff in engineering construction project department of H Company, describes the problems of supervisors in the process of project development, and puts forward the supervision combined with the characteristics of knowledge project staff. The measures of manager incentive and improvement provide a certain basis for strengthening the project human resource management incentive of H Company, and also provide a certain reference for the project personnel incentive in the engineering construction supervision industry.For H Company to improve the level of incentive management has a certain practical significance.
