目前，随着3S技术的不断发展，将遥感、全球卫星定位系统和地理信息系统紧密结合起来的3S一体化技术已显示出极为广阔的应用前景，在农业、水利、土地、气象、交通、地矿、灾害、生态环境等多个领域被广泛应用。3S技术是新兴的交叉学科，涉及到电磁波理论、图象处理、图象解译、计算机软硬件技术、空间分析技术、卫星导航技术、测量技术等多个领域。在很多3S技术应用项目的开发中，大量相关应用技术已经研发出来并成熟应用，这些技术如能够集成起来，构成一个开发平台，可以大大降低研发成本、加快研发周期。 本文给出了3S应用系统开发平台的设计思路和系统组成方案，对GPS数据通信协议的结构和CDMA短信通信协议做了较深入的分析，并进行了一系列实验研究。本文设计实现的3S应用系统移动终端，具有体积小、功耗低、性价比高等特点，并成功与PC机实现了双向数据通信。该开发平台具有3S应用系统的基本功能。利用本课题的研究成果，设计人员只需集中精力实现相关领域的业务规则，即可快速实现专用3S应用系统的设计。该系统不仅缩短了系统的开发周期，而且降低了研发成本，具有较好的实用价值。
