随着全国城镇化的速度逐渐加快，城市的发展又迎来了新的建设浪潮。不同以往城市建设仅聚焦于基础设施的投资，如今城市的建设有了新的发展方向，即智慧城市。智慧城市就是实现城市的全面信息化、数字化，让城市更加“智慧”。虽然智慧城市是城市发展的新方向，但智慧城市并不是空虚来风，而是基于数字城市建设现状并结合当下先进的科学技术提出的，因此智慧城市的建设还要依托现有的数字城市的建设成果。 随着城市信息化水平逐渐提高，城市数字化进程不断推进，数字城市建设也基本完成，智慧城市呼之欲出。不过目前智慧城市理念还不够成熟，没有形成一个统一的建设体系，建设内容不够明确，技术手段还没有完全掌握，导致各地的智慧城市建设出现各种各样的问题，如数据孤岛现象严重、重复建设、缺乏合理的运行管理模式等，导致“弱智”城市的出现。 智慧城市的“智慧”来源于海量的数据，数据是智慧城市的智慧源泉，是智慧城市的基石。解决好数据的问题就能够顺利破解目前智慧城市出现的困境。因此本文从研究智慧城市建设中所需要的基础数据入手，积极探索新时期下智慧城市建设所需的基础数据内容：基础地理数据、人口数据、法人数据的数据内容并加以完善和阐述；此外借鉴区域划分思想的数据划分方式，引入模块化的数据集成方法，探究大数据时代数据管理的新方式。望本文能为智慧城市的发展提供理论依据，尽绵薄之力，也希望起到抛砖引玉的效果，为以后的研究提供参考。

But now the smart city concept is not mature enough, did not form a unified system construction, construction content is not clear enough, not yet fully mastered techniques, resulting in the construction of smart city around a variety of issues, such as data silos serious, repeat construction, operation and management of the lack of rational mode, resulting in a "mentally retarded," the city. Smart City "wisdom" comes from vast amounts of data, the data source of wisdom is the wisdom of the city, is the cornerstone of the wisdom of the city. Good solving data problem can successfully break the plight of wisdom cities currently. Therefore, this paper studies the wisdom of the basic data needed for urban construction from start to actively explore the basis of the data content required under the new era of smart city-building: basic geographic data, demographic data, corporate data to improve the content and elaboration; moreover reference area dividing the data into the way of thought, a modular approach to data integration is introduced to explore new ways of big data era of data management. Hope this article will provide a theoretical basis for the development of the wisdom of the city, to make modest, but also want the effect, serve to provide a reference for future research.
