在高校贫困生问题日益突出，各种矛盾和社会问题日益尖锐的情况下，研究并切实解决高校贫困生问题，是我国高等教育面临的一个十分紧迫而重要的理论课题和现实课题。新时期如何通过对高校贫困生问题的研究，帮助贫困学生顺利完成学业，是落实“三个代表”重要思想的一项重要内容。让更多的人上大学，让更多的人上得起大学，确保符合条件的青年人都能顺利读完大学，是保障广大人民群众的根本利益的一件大事。今天在校的包括贫困生在内的数以万计的大学生，正是将来推进21世纪中国现代化建设事业发展，创造我国强大的综合国力的重要力量，将通过他们的努力，体现先进的生产力水平，体现先进文化的发展方向。研究高校贫困生问题有利于我国政治和社会的稳定、有利于实现高等教育改革和发展的目标、有利于引导高校贫困生健康成长成才和全面发展、有利于完善高校贫困生资助的政策体系。 本文主要采用了文献、经验、调查、系统方法等展开分析、研究。通过文献法，大量收集国内外在这一领域的研究成果、论文、文献、专著等，并对收集的资料进行研究、对比、筛选，从而归纳总结出目前的研究状况，为论文的进一步研究奠定了理论基础。丰富的经验是理论创新和发展的源泉。因此，在论文的创作过程中，除了利用文献法总结国内外的经验之外，还走访近年来工作在学生工作部门的工作者，向他们学习实际的经验。调查主要采用问卷调查、随机抽样、整群抽样、访问和座谈，对西北及东南沿海具有代表性的10所大学参加勤工俭学和申请助学贷款的不同年级的部分学生进行调查分析，总结出新时期高校贫困大学生的现状及存在的问题。此外，把整个高校贫困生发展问题所涉及的方方面面，看成一个有机整体，运用系统论原理去考察，试图探讨如何通过要素优化达到整体优化，如何通过结构优化达到功能优化，如何通过不同层次的机构作用的充分发挥使高校贫困生工作不断达到有序，从而步入良性运行轨道。 本文的框架结构力求体现基本思路。全文主要由四大部分构成。第一部分提出问题，对国内外研究状况进行综述，明确了新时期高校贫困生问题的研究意义。在此基础上阐述本课题的理论依据。第二部分从高校贫困生概念和贫困生划分标准的讨论入手，从高校贫困生的总体规模、经济状况、心理状况就业状况及心理状况四个方面分析了高校贫困生的现状，多视角立体透视高校贫困生问题在我国形成的原因，并以高等教育法为准绳分析了高校贫困生问题对社会、高校和贫困生个人的影响。第三部分在总结国外一些国家（美、日、澳）对贫困大学生问题研究经验的基础上，得出一些研究方面的启示。不同国家不同阶段的不同资助方式留给我们许多启示，而总结国外的经验就是为了更好的学习和借鉴。第四部分从贫困生工作的支持和管理力度、完善高校贫困生资助体系、解决贫困大学生就业以及加强高校贫困生的思想政治教育和心理健康教育工作四个方面有针对性的提出对策。本文的创新点：(1)在论文第四章对策部分从经济解困、完善高校贫困生资助体系、就业解困、心理解困四个方面提出整体解决新时期高校贫困生问题的理论和思路。(2)在新时期高校贫困生问题及对策研究4.1.3中，就拓宽勤工助学的渠道和方式方面，从以人为本角度，阐述“隐性资助”这一目前最人性化的高校“扶贫助困”制度。希望本论文的研究能为新时期高校贫困生问题的深入研究提供一些可借鉴的意见。

Under more and more prominent problems of poor students in college, sharp various contradictions and social problems, it is a very imminent and important theoretical subject and realistic subject which our higher education faces to research and solve this problem. It is an important content to carry out “Three Representatives” by researching problems of poor students and helping them finish study smoothly. It is an important thing of safeguarding wide people’s fundamental interests to make more people go to colleges, make more people afford expense and make sure that appropriate qualifications youth can finish study successfully in colleges. Today thousands of college students including poor students are important force of advancing modernization programme development in the 21st century and creating our strong comprehensive national strength. By their efforts, to embody advanced productive force level, embody direction of advanced cultural development. It is advantageous for steady of politics and society in China, realization aim of higher education reform and development, guide of poor students’ growth, mature and comprehensive development, and also perfecting policy system of supporting poor students in colleges. This paper has adopted document, experience, investigation, and systematic methods for analysis and research mainly, Through document method, collect in large quantities domestic and international monograph, etc. paper, document, and the results, and carry out research, contrast and selection for the information collected, so sum up the summary of research situation and development tendency that makes now, establishing theoretical foundation for the developing innovation and development. Therefore, in the creative process of paper, not only using document. method to conclude domestic and international educational experience, but also visiting teachers in department of student work in recent years, studying actual working experience from them. Investigation has adopted questionnaire investigation, random sampling, whole sampling, visiting and inform discussion, the paper has carried out investigation for different grade students who participate work-study programme and apply for supporting loan in 10 representative universities of the Northwest and Southeast coastal areas. Sum up present situations of poor students in colleges and problems, in addition, various aspects which development of poor students involve are considered as an organic whole, and use systematic theory to inspect, try to approach how to achieve whole optimization by unit optimization, how to achieve function optimization by instruction optimization, how to make work of poor students systematic by full play of different institution functions, then go into a virtuous road. The framework of this paper embodies basic stream of thoughts. This paper is divided into four parts. In the first part, present problem, summarize domestic and international research situation, and explicit researching significance of the problems about poor students in colleges and discussion of division standard, analysis present situations from whole scale of poor students, economy situation, employment situation, and mental situation. And see clearly reasons about problem of poor students and analysis impact on society, colleges and poor students. In the third part, on the basis of summarizing research experience about some international countries (America, Japan, and Australia), gain some inspiration in research. In fact, summary of international experience is to draw references and study better. In the fourth part, it involves four aspects, from support and management for work of poor students, perfect supporting system of poor students, solve employment of poor students and strengthen ideological-political education and mental health education. Papers’ innovations:(ⅰ)in fourth part, from resolving economy difficulty, perfecting supporting system of poor students, resolving employment and mentality difficulty, put forward integrally theory and thinking about problem of poor college students in a period time.(ⅱ)In 4.1.3 of research into the issue and countermeasure about poor students in colleges in a new period, in view of extending channel and pattern of work-study programme, from human-oriented perspective, elaborate “hidden financial assistance” which is one of the most humane system of “support poverty and help difficulty”.I hope papers’ research can provide some reference for research into the issue and countermeasure about poor students in colleges in a new period.
