数据质量是统计工作的生命线，因此，统计事业改革和建设的最终目标是要提高统计数据质量。由于种种因素的影响，统计数据质量面临严峻挑战，社会公众对统计数据质量的质疑声音越来越多，影响统计数据质量的因素应引起各级政府的高度关注，对统计数据质量影响因素的研究也应该更加深入。　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　 　　　本文基于DZ市统计数据质量的影响因素展开了以下具体工作：首先，阐述了国内外统计数据质量影响因素的现状，对政府统计体制进行了分类阐述，由于不同的体制造成了不同的影响因素，对统计数据质量影响的非技术性因素进行初步探讨；其次，基于DZ市统计数据从政府统计机构设置状况及存在的问题、政府统计人员状况及存在的问题、企业统计机构及人员现状及存在的问题、统计制度缺陷和统计执法现状等方面进行深入的调查分析；再次，量化聚类影响政府统计数据质量的影响因素，确定被解释变量和解释变量，建立影响政府统计数据质量的影响因素模型。依据建立的统计模型，设计调查问卷，分别对指标进行具体的聚类和量化；然后，基于DZ市统计数据进行政府统计数据质量影响因素的实证研究，得出影响政府统计数据准确性的因素按重要性依次为统计基层基础、统计人员素质、统计体制、统计工作环境、干部考核机制；政府统计数据及时性的影响因素按重要性依次为基层基础工作、统计人员素质、统计工作环境、统计制度标准、统计信息化水平、干部考核机制；政府统计数据适用性的影响因素按重要性依次为基层基础工作、统计管理体制、统计人员素质、统计工作环境、统计制度标准、干部考核机制。最后，提出有针对性的意见建议。

Data quality is the lifeline of statistical work. Thus the ultimate goal for statistical reform should be an improvement in the quality of statistics data. Currently, quality of statistical data subject to doubts and challenges for various reasons. Factors that influence the quality of statistical data raise high attentions of government of all levels. In-depth research on these factors has been carried on. 　　Based on the factors that affect the quality of statistical data of DZ city, the thesis engaged in the following works: first, expounds the factors influencing the quality of statistical data at home and abroad, classifies the government statistical system, for the different systems leads to different influencing factors. A preliminary research is made on the non-technical factors that affects the quality of statistical data. Second, a in-depth inquiry and analysis is carried on from the aspects of establishment of statistical institution in DZ and its limitation, the personnel engaged in statistics and its defects, flaw in the statistical systems, and the status quo of statistical law enforcement. Third, a quantization and classification is made on factors that influence government statistical data quality based on the analysis of the former tow chapters. Explained variables and explaining variables are determined. A model of factors affecting government statistical data quality is built. Based on the statistical model, a questionnaire is designed to cluster and quantity factors specifically. Empirical research on the influencing factors of the government statistical data quality in DZ leads to conclusion that the factors affecting accuracy of statistics are following( according to the importance): statistical data at the basic level, peopleware, systems working environment and officials, assessment mechanism. Influencing factors of timeliness of government statistical data in order of importance: statistical data at the basic level, peopleware, working environment, statistical system standard, level of IT application, officials, assessment mechanism. Influencing factors of applicability in order of importance: statistical data at the basic level, management system of statistics, peopleware, working environment, statistical system standard, officials, assessment mechanism. Finally, the opinions of the targeted ecommendations.
