矿山储量动态管理是矿产资源储量管理的一个重要组成部分,是合理利用矿产资源的关键的环节。开展矿山储量动态管理的目的,是通过一定技术手段搞清楚企业本年度动用消耗矿产资源情况,使企业做到底数清楚。二是政府能够及时掌控矿产资源储量变动情况。三是为资源管理部门监督矿山企业是否合理利用矿产资源提供依据。 实践证明,储量动态管理既能进一步摸清资源储量家底,解决矿山多年存在的资源储量家底不清的问题;又有利于预防矿山在开采过程中出现破坏和浪费资源现象,做到了日常监管与年度矿山储量地质测量工作相结合,技术服务与管理相结合,储量动态管理与资源合理开发利用相结合。因此,对矿山进行储量动态监督管理势在必行。它对于维护矿产资源国家所有的权益,促进矿山企业珍惜和合理开发利用能源,推进国土资源管理职能,建立资源节约型社会及安全生产都具有重要意义。 本文在分析储量管理信息系统应用的基础上,基于GIS、矿山信息化等领域专题研究的理论和技术,解决矿山资源储量动态管理信息系统建设的有关问题,开发图形和数据综合管理的信息管理系统。围绕资源储量管理的模式,论文主要研究了基于GIS的管理系统的设计方式,基于N层逻辑结构的CSLA框架系统的实现,以及异源空间数据的统一管理的问题,最后探讨了资源储量管理过程中的误差控制方法。

Dynamic management of the mine reserves is an important part of the management of mineral reserves. It’s the key link in the rational utilization of mineral resources. To carry out the purpose of the dynamic management of the mine reserves, corporate utilized this year by some technical means to figure out the consumption of mineral resources, to enable enterprises to achieve clear base. Second, the government can control changes in reserves of mineral resources in a timely manner.
