农民工问题作为特殊历史时期的重大社会现象，是近年来全社会关注的热门话题，其中包含了诸多方面亟待解决的社会问题。而农民工的住房问题是诸多问题中尤为突出的一个。一直以来，由于对农民工住房性质的定位和认识的偏差，以及相应配套和保障政策的缺乏，导致农民工住房问题无法从根本上得到解决，而农民工住房问题现在已成为社会关注的焦点，并且已经受到国家政府的密切关注。因此我们有必要对农民工住房问题加以研究和探讨，以期农民工住房问题从操作层面上早日得到切实的解决。 本研究主要采用文献法、调查法、系统分析法，从理论层面和实际操作层面入手，通过陌生拜访的方法走访西安市各种类型的农民工，并通过问卷调查和访谈相结合的形式，对农民工住房问题进行了社会调查，了解西安市农民工的基本信息以及他们对住房期望和需求，提出解决农民工住房问题的必要性和紧迫性；采用科学系统的分析方法具体分析了农民工的年龄、婚姻状况、受教育程度、收入状况、家庭生活保障情况、政府及企业对他们住房问题关心等因素。 针对农民工住房问题成因，结合我国社会现实情况和农民工自身特点，得出了从政府、用人单位和农民工三个方面出发解决农民工住房问题的对策。政府方面应从深化户籍制度改革、重视农民工群体的人居环境、建立健全公共住房的政策方面采取措施；农民工所在单位应不断强化社会责任感、逐一消除招聘农民工时的壁垒、增加其经济收入、为农民工提供集体宿舍或相应的住房补助、为本单位的农民工建立一个有效的房屋信息平台；农民工个人方面要建立农民工维权机构、集中力量维护自身权益并且要不断提升自己的素质和能力。最终达到一种三效合一的和谐局面。

And while the housing problem is particularly prominent problems in one. so far as housing for rural migrant workers in the nature of locating and understanding, and corresponding supporting and security policy to migrant workers lack of housing problem cannot be fundamentally solved. while the housing problem has now become society the focus and has received the attention. we therefore necessary for the peasant workers housing problem to study and discuss the housing problem, with a view to migrant workers from operating level will soon be practical. This research mainly adopt the law, investigation, systems analysis, and theoretical level and practical level, by a strange way to visit Xi’an various types of migrant workers, and through the interview questionnaire and integration of migrant workers, the housing problem of the social enquiry while to understand the basic information, they expect and demand for housing, while resolving the housing problem out of necessity and urgency ；System to adopt scientific methods of analysis of concrete analysis of migrant workers age, marriage status, education, income security situation and family life, the government and enterprises of their housing problem of concern and other factors. Against migrant workers for the housing problem, combined with the social reality and its own characteristics, the migrant workers from the government, employers and migrant workers in three ways to solve the housing problem of countermeasures of rural migrant workers. The government should be from the household registration system reform and migrant workers of the environment, improving the public housing policy has taken measures ；Migrant workers should be continually improved organization of social responsibility, one for the migrant workers to the barriers, increase their income, while providing for collective accommodation or appropriate housing subsidies, for the unit while an effective platform while the point of personal information ；To establish trade unions, while the concentration of forces in defending their rights and to constantly improve their quality and ability. Finally reached a general effect of harmony and stability.
