区域技术创新被认为是成为经济发展、社会科学技术进步和地区竞争的关键因素，在优化产业结构、促进区域协调发展、可持续发展等方面起到了重要的作用。实现技术创新的重要途径是科技成果产业化，但是科技成果不会自发转变为现实生产力。目前我国科技成果转化率远远低于发达国家，最主要的原因是研发机构与市场之间出现“断层”，而科技服务体系的出现正好弥补了这一“断层”。在市场经济体制下，科技服务将区域创新主体紧密的联系到一起，参与从科技成果转化商品的各个阶段，通过提供了不同专业性的配套服务，有效降低科技转化过程的交易成本及风险、加快科技成果转化进程、提高科技资源使用效率，从而提升区域技术创新的水平，带动整个区域经济的持续发展。本文将科技服务体系基于区域技术创新概念的基础上，通过理论加实证的方法对区域技术创新中的科技服务体系建设进行研究。 本文首先对科技服务体系的概念和范围进行界定，研究归纳了科技服务体系与区域技术创新的协同发展机制，在此基础上讨论了科技服务体系在区域技术创新中的地位和背景因素。本文通过科技服务体系的知识创造和商业应用两个阶段，运用DEA-Malmquist方法通过对科技服务体系这两个阶段进行投入产出效率分析，这样可以更清楚的认识各个地区在不同阶段投入产出效率的差异性，并对科技服务体系所要加强和改善的地方。最后，结合目前陕西省科技资源、科技服务体系以及科技成果转化水平的现状，运用PEST-SWOT模型对陕西省科技服务体系从政策法规、经济、社会、技术四个方面进行归纳，并详细评估这个四个方面的优劣势以及机遇和威胁，从而提出陕西省区域技术创新的科技服务体系的建设框架、措施及建议。
