中国经济经过了改革开放30多年的高速增长，2010年国内生产总值达到397983亿元，已跃居世界第二大经济体，其中建筑业全年完成总产值95206亿元，占国内生产总值的23.9％。随着我国的城市化进程加快，城市的建筑业迎来了发展的良机，西安市建筑业发展势头良好，2007年以来，建筑业施工面积、建筑业增加值均实现了连续增长，同时，建筑业的安全事故、人员伤亡等问题也凸显出来，建筑业安全文化建设因此受到人们的重视，开展农民工思想政治教育开始显得十分必要。 本论文基于安全文化的理论，分析了西安市建筑业安全文化的特点，提出了西安市建筑业安全文化的形态体系和建设途径。本文考虑了施工现场农民工的物质需求和精神需求，运用问卷调查法分析了西安市农民工对建筑业安全文化建设的认识、理解。梳理了西安市建筑业安全文化的层次结构，得出当前条件下影响西安市建筑业安全文化建设的主要因素。提出了建筑业安全文化建设与农民工思想政治教育的契合，分析了农民工思想政治教育对西安市建筑业安全文化建设的凝聚、约束、导向功能，提出了加强农民工思想政治教育，促进安全文化建设的对策。 本论文从思想政治教育的角度出发，分析了西安市农民工思想政治教育的特点，提出农民工思想政治教育的内容包括价值观教育、法律知识教育、伦理道德教育和审美教育，提出了农民工思想政治教育在建筑业安全文化建设中的价值:践行社会主义核心价值观、保障农民工利益、预防建筑业腐败、减少建筑业污染。

The Chinese economy has become the second largest economy in the world after the reform and opening up 30 years of rapid growth by the end of 2010,The 2010 GDP reached 39798.3 billion yuan, the total of production value of construction industry has achieved 9520.6 billon yuan, accounts for 23.9% of GDP .Along with our country city changes a process to accelerate, the city construction industry ushered in opportunities for development. the construction area and the construction industry have increased to achieve continuous growth since 2007,at the same time,Safety accident casualties is also highlighted , the safety culture in the construction industry has been paid attention to by people from 2007，Ideological and political education of migrant workers is very necessary. In this paper, based on the theory of Ideological and political education, analyzes the characteristics of Xi'an city safety culture in the construction industry. This paper considers the needs of migrant workers, including material needs and spiritual needs. By using the method of questionnaire survey ,analyzes the content of safety culture in the construction industry of Xi'an city ,Understand the hierarchical structure of safety culture in the construction industry of Xi'an city, found the main factors which influence the Xi'an city safety culture in the construction industry, analyzes the main measures to cultivate the Xi'an city safety culture in the construction industry. Analyzes the stimulation role and the guiding role of Ideological and political education to Xi'an city safety culture in the construction industry. Put forward some measures to strengthen ideological and political education of migrant workers,Put forward the countermeasures to promote the construction of safety culture. Starting from the perspective of Ideological and political education, analyzes the characteristics and content of Ideological and political education of migrant workers .put forward the value of Ideological and political Education in the construction industry:Guarantee the interests of migrant workers, prevent the corruption in the construction industry, reduce the pollution of construction industry.
