火车站公共场所作为城市公共安全的重要组成部分,对维护城市稳定发挥着非常重要的作用,大型人员密集的公共场所治安是否良好,管理是否完善,对减少公共安全类突发事件具有重要指导作用。因此,对火车站典型公共场所的安全评价显得尤为重要。本文结合火车站公共场所日常管理运行实际,对火车站公共场所多个因素进行分析,确定安全评价内容、选择评价方法,建立火车站公共场所安全评价指标体系及评价模型,并开展了西安火车站典型公共场所安全评价应用研究,主要研究内容如下:
首先依据城市公共安全的特点,分析了火车站典型公共场所的安全特点和系统特征,在此基础上,结合人—机—环—管的系统分析方法,确定了火车站典型公共场所安全评价指标体系的构建方法、评价数学模型的选择方法、评价等级等。其次,通过火车站公共场所安全隐患分析,建立了火车站公共场所安全评价指标体系,应用层次分析法(AHP)对指标权重进行了计算,并分析了火车站公共场所安全的主控因素。再次,建立了基于未确知测度的火车站公共场所安全评价的量化模型,将定性分析与定量评价方法的有机结合,描述了火车站公共安全特征,来保证安全评价的合理性。最后,对西安火车站的安全管理现状进行了评价,根据综合评价结果,判断现行安全管理工作是否满足安全生产的要求,提出其需要整改的薄弱环节,确保火车站公共场所的安全稳定。
本文针对火车站典型公共场所安全特征,结合层次分析法(AHP)与未确知测度方法,研究的火车站公共场所安全评价方法,体现出定性、定量相结合的特点,将其应用于实际安全评价,可为火车站这类大型、典型的公共场所消除安全隐患、加强日常管理提供依据,同时为政府部门及车站管理部门了解火车站公共场所日常管理的安全现状、实施宏观监控提供参考,具有一定的实际应用价值。

As an important part of city public safety, railway station plays a very important role for keeping city stabilization. They are very important for reducing public safety accident whether safety security in large crowded public places is good and whether management has an important guidance. Therefore, the railway station typical public places safety evaluation is particularly important. This paper, combining the fact of railway station public places daily management, analyzed factors of railway station public places, ascertained safety evaluation content, chose evaluation method, and built the evaluation index system and model, and carried out application research of Xi’an Railway Station typical public places. The main contents are as follows:
First of all, according to the characteristics of city public safety, based on the analysis of the security features and system characteristics of the railway station typical public places, combining the system analysis method of people- machine- environment- management, this paper identified the method of building safety evaluation index system, and choosing the evaluation of mathematical models and evaluation level of the railway station typical public places system. Second, by analyzing the security risk of railway station public places, this paper built the safety evaluation index system of the railway station public places, used analytic hierarchy process to calculate the weight of indexes and analyzed of the main controlling factors of the railway station public places. Again, based on unascertained measure, this paper established a quantitative model of the safety evaluation of railway station public places, and organic combined qualitative analysis and quantitative evaluation method, described the railway station public security features to ensure the reasonableness of safety evaluation. Finally, Xi’an Railway Station safety management was evaluated. Based on the consolidated results of the evaluation, this paper determined whether the current security management meets the safety requirements, proposed the weak links that need to be improved to ensure the security and stability of the railway station public places.
Aimed at railway station typical public places safety characteristics, and combining analytic hierarchy process (AHP) and the unascertained measure, this paper’s evaluation method of researching railway station public places has the character of combination of qualitative and quantitative factors. Using this method can supply basis for eliminating potential safety problems of large and typical public places like railway station. Meanwhile, it can supply reference for government and railway station management department to comprehend the safety state of railway station public places daily management and to carry out macroscopic monitoring, which has a certain practical value.
