摘要
随着农村不断的发展,当前农村对土地的利用状况已经慢慢的发生着改变,政府部门将农村土地的多项权利进行了确权登记并形成了信息化的数据库,弥补了传统手段的确权登记的查询不便、纠纷较多等缺点。但目前形成的多项农村不动产数据库由不同的部门进行管理,由于各部门间的信息互查询不顺畅,就造成了农民办事不便、政府处理事务效率低、政府管理农村土地成本增加等诸多问题。因此国家提出了将不动产统一登记管理,对于已完成确权登记的不动产权利对其进行数据库整合。以便更好的展开对农村不动产权的管理,减少管理成本,增加管理效率,更好的保护农民的合法权益。
本文首先对现有农村数据库从数据库内容、数据库结构、数据库建设平台做了全面的分析,为农村不动产数据库整合奠定了数据基础。然后对已经出台的《不动产登记数据库标准》(试行)进行了分析,了解了整合数据库的内容、要素分类以及结构定义,为农村不动产数据库整合提供了标准基础。最后对农村不动产数据库整合提出了具体的方案及流程,对即将开始的农村不动产数据库整合有一定的参考价值。本文主要研究内容是:
(1)分析了现有农村不动产数据库的内容及其要素分类,阐述其空间数据分层存储管理方式、非空间数据二维表存储管理方式,并罗列了部分表结构来具体的展示数据的结构方式。
(2)对《不动产登记数据库标准》(试行)进行了全面分析,阐述了整合数据库与源数据库间的不同。为将源数据库整合成不动产登记数据库提供了目标基础。
(3)根据对现有农村不动产数据库以及《不动产登记数据库标准》(试行)的分析,提出了农村不动产数据库的整合方案,在图形数据整合的过程中提出了矢量数据与其属性数据先分离再处理再关联的整合方法,以及多尺度图形数据的整合技术,使数据库整合更加快速、准确。
(4)对农村不动产数据库的整合方案进行了总结,对整合数据库的应用在农村不动产管理中进行了展望,并对农村不动产登记数据库以后的管理维护工作提出了意见和建议。
通过在农村不动产数据管理中对GIS技术的运用,完善了农村不动产数据库整合方案,解决了数据库整合过程中的关键问题,提高了数据库整合的效率与质量。本课题通过实际数据的检验在一定程度上验证了提出的整合方案的可行性与高效性,充分发挥了GIS技术的优越性。

Abstract
With the development of rural areas, the usage of land in rural areas has gradually changed recently. The government has completed right registration of the land and built the information database, which remedies the shortage of inconvenience and disputes in the traditional way. However, the rural real estate databases nowadays are in the charge of different departments, and it is always not that smooth to search information among disparate departments. All of this not only brings the inefficiency of both peasants and government, but also increases the administrative cost of rural land. Therefore, the government puts forward the management policy of unified registration of real estate, and integrates the data base of the registered real estate, to manage the real estate right of the rural area, reduce the management cost, increase the management efficiency and protect the legitimate rights and interests of farmers.
This paper makes overall analysis on the content, structure, construction platform of the existing database, which laid the data foundation of rural real estate database. And then analyzes the Database Standard of Real Estate Registration (the trial) for the content, element classification and the definition of structure, which laid the standard foundation of rural real estate database. In the end of the paper, the author gives some suggestions on the specific scheme and process of rural real estate database integration, which may make certain reference value on the integration of rural real estate database. The main contents of this paper are:
(1) Analyze the content and element classification of the existing rural real estate database, elaborate its spatial data hierarchical storage management, two-dimensional table storage management of non-spatial data, and list some of the table structure to display the specific data structure.
(2) Make comprehensive understanding of the Database Standard of Real Estate Registration (the trial), and analyze of the difference of integration database and the source database, which provides an objective basis of the integration of real estate registration database.
(3) According to the analysis of the existing real estate database and the Database Standard of Real Estate Registration (the trial), the author puts forward the integration scheme of real estate database. During the integration of process of graphic data integration, the author proposes that the vector data and its attribute data should be separated at first, and then be processed, and also put forward the multi-scale graphical data integration technology, which makes integration more efficient and accurate.
(4) Summarize the integration plan of rural real estate database, make a prospect for the integration of rural real estate database, and put forward opinions and suggestions on the management and maintenance of rural real estate registration database.
Through the application of GIS technology in rural real estate data management,make the programme of integration of rural real estate database, It solves the key problems and technology of database integration, Improve the efficiency and quality of database integration, In this paper, the feasibility and efficiency of the proposed integration scheme are verified to a certain extent, Give full play to the advantages of GIS technology.
