全过程人民民主理论诞生于世界正在经历百年未有之大变局，中国特色社会主义进入新时代，中国共产党领导广大人民群众努力实现中华民族伟大复兴的历史时刻。作为全新的民主理念，它孕育于中国大地，既是中国共产党百年探索的理论结晶，也昭示着中国特色社会主义民主政治美好的前景，展现了新时代民主理论的中国叙事。

全过程人民民主是能够兼顾完整的制度程序和参与实践的民主，在具体实践过程中能够形成一条完整有序、权责清晰的民主实践链条的全链条的民主；是能够满足人民全方位的需求，提高民主实现程度和质量，充分释放民主治理效能的全方位的民主，亦是覆盖面广、覆盖力强，能够惠及全民，涵盖人民群众参与国家政治生活和社会治理方方面面的全覆盖的民主。不同于西式精英民主，中国的全过程人民民主是真正为人民谋幸福的民主，实现了过程民主和成果民主、程序民主和实质民主、直接民主和间接民主、人民民主和国家意志相统一，四个相统一体现了全过程人民民主的本质特征，是对西式一元民主的超越。全过程人民民主的生成史就是党对民主实践道路的探索史，这一理论的创新之处在于借鉴了中国传统民本思想中的有益成分，继承了马克思主义经典作家的民主思想，是对中国共产党为人民服务的思想的弘扬以及对西方民主思想的扬弃，也是我们今后奋斗的新目标。全过程人民民主是深植于中国具体实践，带有中国风格、中国气魄的一个新概念。作为新时代中国提出的独立民主范式，这一理论为其他国家贡献了中国经验，其经验在于在民主建设的过程中能够始终坚持正确的政治方向和以人民为中心的价值取向，在不断丰富和完善全过程人民民主建设的制度体系中巩固人民当家做主的地位，为民主政治发展贡献了中国智慧。

全过程人民民主理论充分彰显了“中国之治”的制度优势，具有深刻的时代价值。从历史方位而观，全过程人民民主理论发展了中国的民主政治理论，丰富了马克思主义民主政治理论，创造了人类政治文明新形态；从现时阶段来看，这一理论对于推动社会主义民主建设，推动人类命运共同体的构建等方面具有指导意义。全过程人民民主是新时代民主理论在中国的创新前沿，是建构中国民主政治话语权的新表达，是新时代中国之治的新境界，更是人类政治文明发展的新动向。

The theory of people's democracy in the whole process was born at a historical moment when the world is undergoing unprecedented changes in a century, socialism with Chinese characteristics has entered a new era, and the CPC has led the people to strive to achieve the great rejuvenation of the Chinese nation. As a brand new democratic concept, it was conceived in China. It is not only the theoretical crystallization of the CPC's centennial exploration, but also shows the bright prospects of Socialist Democracy with Chinese characteristics, and shows the Chinese narrative of democratic theory in the new era.

The whole process of people's democracy is a democracy that can balance complete institutional procedures and participation in practice, and can form a complete and orderly democratic practice chain with clear rights and responsibilities in the specific practice process; It is a comprehensive democracy that can meet the comprehensive needs of the people, improve the degree and quality of democratic realization, and fully unleash the effectiveness of democratic governance. It is also a democracy that has broad coverage and strong coverage, can benefit the whole people, and covers all aspects of people's participation in national political life and social governance. Different from Western style elite democracy, China's whole process people's democracy is a democracy that truly seeks happiness for the people. It has achieved the unity of process democracy and outcome democracy, procedural democracy and substantive democracy, direct democracy and indirect democracy, people's democracy and the will of the state. The four unity shows the essential characteristics of the whole process people's democracy, which is beyond Western style unitary democracy. The history of the generation of people's democracy in the whole process is the history of the party's exploration of the path of democratic practice. The innovation of this theory is that it draws on the useful elements of China's traditional people-oriented thought and inherits the democratic thought of Marxist classic writers. It is the promotion of the CPC's thought of Serve the People and the sublation of western democratic thought, and it is also the new goal of our future struggle. The whole process of people's democracy is a new concept deeply rooted in China's specific practices, with Chinese style and spirit. As an independent democratic paradigm proposed by China in the new era, this theory has contributed Chinese experience to other countries. Its experience lies in being able to always adhere to the correct political direction and people-centered value orientation in the process of democratic construction, consolidate the position of the people as the masters of the country in continuously enriching and improving the institutional system of people's democratic construction throughout the entire process, and contribute Chinese wisdom to the development of democratic politics.

The theory of people's democracy throughout the entire process fully demonstrates the institutional advantages of "rule of China" and has profound historical value. From a historical perspective, the theory of people's democracy throughout the entire process has developed China's democratic political theory, enriched Marxist democratic political theory, and created a new form of human political civilization; At the present stage, this theory has guiding significance in promoting the construction of Socialist Democracy and the construction of a community with a shared future for mankind. The whole process of people's democracy is the innovative frontier of democratic theory in the new era in China, a new expression of constructing China's democratic political discourse power, a new realm of governance in the new era of China, and a new trend in the development of human political civilization.
