近年来公路勘测行业信息化建设发展迅速，全站仪、掌上电脑、计算机成图、3S技术的普及应用，使得信息采集、处理、管理和应用实现了向内外业一体化作业的转变, 勘测产品的保存也由过去的模拟形式向数字化形式转变, 电子档案日益普及。勘测档案包含了丰富的文献资料和数字资料,是社会信息系统的重要组成部分,在信息社会的作用愈来愈重要。勘测档案管理工作是勘测部门日常工作必不可少的一部分，高效率、安全的管理本部门所拥有的测绘档案，可以提高日常的工作效率，有效的避免数据冗余，使现有数据能够更好的为本部门服务，为生产活动创造更大的价值。如何处理好电子档案和纸质档案之间的关系已经成为制约测绘档案管理的重要障碍。但是由于电子档案和纸质档案的物理属性有很大差别，往往导致了系统不能兼顾，大多侧重于电子档案的管理，使纸质档案还停留在手工管理的阶段，为档案管理员带来极大的工作量。 本文根据对公路勘察设计院的调研，对该单位的勘测档案进行调查，总结勘测档案的共性，依据相关标准，对勘测档案进行了分类，并在此基础上，分别对纸质档案和电子档案的管理和保存提出了一些建议，做好勘测档案的实体管理。根据该单位原有的公路勘测档案管理方式，设计公路勘测档案管理系统的技术流程，尽量符合工作人员的原有管理习惯。同时，采用Microsoft SQL Server数据库作为系统数据库，对公路勘测档案的属性进行管理，完成数据的录入、修改、删除等工作。采用浏览器/服务器(Browser/Server，简称B/S)三层架构，实现基于web环境下的矢量图形查询，减少系统管理员的工作量；提供各种报表的输出功能，方便用户的使用和管理；提供用户多级别查询，提高工作效率；采用用户多级权限设置，保障数据的安全性和保密性；对服务器上的档案进行显示，编辑，查询，图形分析，数据输出等操作，使用户能够直观的对档案进行操作。
