我国正处于现代化进程中,现代化不仅仅是政治、经济的现代化,任何社会制度要获得成功必须依赖运作它的人,人是任何社会发展的主导性因素,因此人的现代化问题也就随着社会、经济的发展日益突现并越来越受到重视。当前条件下,人们的道德取舍日益迷失于现代多元化的价值取向之中。而作为现代化进程中的公务员,身兼公民与公仆双重角色,工作于国家行政岗位,是公共利益的代表者,其行政人格是有别于一般公民的。目前我国公务员队伍整体道德素质是良好的,能服务于广大公众,但行政道德失范现象也时常出现在部分道德素质不高的公务员行为中。针对当前我国公务员行政人格的种种缺陷性倾向,对公务员的行政人格进行塑造是必要的,也是极具有理论与现实意义的。 本文以现代化进程为背景,将塑造行政人格的理论研究与实践相结合,旨在培养与塑造出一种完美的公务员行政人格,这种行政人格以德性行政人作为理论基础,以追求公共利益为最高价值准绳,以尽职尽责、廉洁奉公、公正公平作为基本价值追求的全面发展型人格,并以其完善的人格魅力来提升整个社会的道德风貌。 全文共分为五个部分。文章第一部分从对公务员的涵义界定入手,在此基础上提出人格及公务员行政人格的内涵及结构。 第二部分对公务员行政人格塑造的理论进行研究,指出当前塑造公务员行政人格的理论基础是基于德性行政人理论;价值基础是追求公共利益的目的性价值基础以及责任、廉政、公平的基本价值基础;公务员行政人格塑造的逻辑依据是公共权力的二重性。 第三部分探讨了公务员行政人格塑造的理论与现实意义。从理论角度论述了公务员行政人格塑造的内在必要性。指出公务员行政人格的价值定向、动机整合、行为调控的内在意义与榜样激励、体系维护、社会舆论导向的外在意义;从现实意义上讲,公务员行政人格塑造有利于我国行政伦理建设,有利于国家长治久安、有利于实现人的全面发展。 第四部分,对现代化进程中的公务员行政人格的缺陷性倾向进行了深刻的剖析。指出当前公务员行政人格存在着依附性、“经济人”选择性、权力性、腐败性倾向。 第五部分,通过对公务员行政人格塑造的理论研究以及公务员队伍中出现的种种缺陷性倾向的分析研究,基于此,从外在机制与内在机制两个方面提出了公务员行政人格塑造的途径探寻。外在机制重在强调加强公务员行政伦理教育与思想政治教育;加强制度的保障作用,包括行政道德赏罚机制与行政道德监督机制;内部实现机制主要是加强公务员自身的德性修养、道德信念培养、道德自主性。 本文在坚持运用马克思主义唯物辩证法的基础之上,采用的研究方法主要有文献研究法、访问法、多学科理论交叉的方法等。旨在通过对公务员行政人格理论方面的研究分析,形成一种结合实际,以理论分析现实,以理论指导现实的良好的马克思主义的思维方式,以期对当前公务员行政人格的塑造能有一定的理论价值与实践价值。

China is in the process of modernization which is not only the political but also economic. Any social system that wants to succeed must rely on the people who are the dominant factor in the development of society. So the moderation problem of people is now paid more and more attention with the development of society and economy. Under the current conditions, people’s moral choices increasingly lost in the modern values of pluralism. As the process of moderation of the civil servants, who are also a dual role of citizens and public servants and work in the state administrative position are the representatives of the interests of the public. Their personality is different from the common citizens. At present, china’s overall civil service and ethical quality is good who can serve the general public. But the moral loss also appears among some civil servants whose moral quality is not high. In view of the deficiencies orientation of administrative personality, it is necessary and extremely theoretical and practical to shape the personality of civil servants. Based on the background of moderation process, this passage aims to nurture and produce a perfect civil servants’ personality, combing with the shaping the administrative character of the theoretical study and practice. The personality of this virtue to the people is worked as the base of theoretical foundation, which is in pursuit of public interest to be the highest value of yardstick to fulfill their duties. To be clean, fair and equitable is the basic value of the pursuit the overall development of personality and use the personal charm to enhance the community’s moral character. The full text is divided into 5 parts. The first part starts from the meaning of civil service, and put up the character and structure of personality and civil servants’ administrative personality. The second part makes a research about the civil service administrative personality and points out that the current civil shaping civil servants administrative personality is based on the theoretical basis for the people of virtue. Value foundation is the base of pursuit of interests of the public purpose as well as the value foundation of duty, integrity and fairness. The logic basis of shaping civil servants administrative personality is the duality of public power. The third part discusses about the theory and practical significance of shaping civil servants administrative personality. It is necessary to shape civil servants administrative personality from the theoretical perspective, and also points out the value orientation, motivation integration and control of inherent meaning as well as the external significance of role model incentives, system maintenance public opinion orientation .from the practical sense, the shape of civil servants administrative personality is good for the construction of administrative ethics and comprehensive development of people and the national long-term stability. The fourth part has a deeply analysis on the defects orientation of civil service of personality. And points out that the current civil service exits the orientation of a dependent personality, “economic man” selective, power as well as corruption. The fifth part analyzes about all kinds of shortcomings of orientation among the civil servants and makes a research about theory research of shaping civil servants administrative personality. Base on that I put forward the ways of shaping civil servants administrative personality from the external and internal aspects. External mechanism emphasizes strengthening the ethics education and ideological and political education. We must strengthen the protection system, including the ethics and moral reward and punishment mechanism. The internal mechanisms mainly strengthen the civil servants own virtue and self cultivation and moral belief training as well as the ethics autonomy. This passage insists on applying the Marxist materialist dialectics and mainly uses the following method such as documents research, visiting methods multidisciplinary approach. My aim is to form the combination of practice, theoretical analysis of reality and reality of theoretical guidance to the good Marxist way of thinking through the study of theory. I hope to have a certain theory value and practical value to shape civil servants personality.
