精准扶贫是我国扶贫开发中的重点工作,既关乎到能否全面建成小康社会,又关乎到能否实现中华民族伟大复兴的“中国梦”。在扶贫工作中,采用可持续化的发展模式能够使精准扶贫的成效得到进一步的巩固。但是,当前我国精准扶贫的可持续化发展仍然面临着巨大的挑战。 本文在对比分析马克思贫困治理思想、中国化马克思主义贫困治理思想、新时代习近平扶贫思想理论的基础上,指出精准扶贫的可持续化发展不仅可以使贫困户的脱贫成果得到有效的保障,而且可以确保贫困户在脱贫后实现收入稳定的增长。 本文以陕北清涧县作为研究对象,通过运用文献资料法、理论与政策结合法、调查研究法等分析出陕北清涧县可持续精准扶贫工作已经在产业示范化工程、政策精细化工程、党建引领工程等三个领域取得了显著成效。但是,仍存在以下制约县域经济发展的问题:剩余贫困村基础设施建设薄弱、扶贫资金效率不高、农户教育水平低;新冠肺炎导致贫困户外出务工受阻、产品销售困难及公共服务能力矛盾凸显;县域产业发展、教育脱贫、异地扶贫搬迁、社会保障兜底方面的脱贫成果仍显不足;农村发展中存在治理主体欠缺、治理资源分配不均、治理方式落后等一些亟待解决的问题。 综合调查结果,本文归纳出了陕北清涧县可持续精准扶贫问题存在的主要原因是:可持续精准扶贫贫困村扶持力度不够;可持续精准扶贫风险防范机制不健全;缺乏可持续精准扶贫的成效保障体系;可持续精准扶贫乡村自治尚未落实。结合马克思主义贫困治理思想及新时代习近平扶贫思想,本文针对性地提出了以下政策建议:强化剩余贫困村的帮扶力度;建立稳定的风险防范保障机制;完善脱贫成效保障体系;优化可持续精准扶贫路径;推动精准扶贫中乡村治理的创新。 |

Precise poverty alleviation is a key task in my country's poverty alleviation and development. It is not only about whether a well-off society can be built in an all-round way, but also whether it can realize the "Chinese Dream" of the great rejuvenation of the Chinese nation. In the poverty alleviation work, the adoption of a sustainable development model can further consolidate the effectiveness of targeted poverty alleviation. However, the sustainable development of my country's targeted poverty alleviation is still facing huge challenges. Based on a comparative analysis of Marx's poverty management thoughts, Sinicized Marxist poverty management thoughts, and Xi Jinping's poverty alleviation thoughts and theories in the new era, this paper points out that the sustainable development of targeted poverty alleviation can not only effectively guarantee the poverty alleviation achievements of poor households, but also To ensure that poor households achieve stable income growth after getting rid of poverty. In this paper, Qingjian County in northern Shaanxi is taken as the research object. Through the use of literature data method, theory and policy combination method, investigation and research method, it is concluded that the sustainable and precise poverty alleviation work in Qingjian County in northern Shaanxi has been in the industrial demonstration project and policy refinement project. , Party construction and leading projects have achieved remarkable results; but there are still the following problems that restrict the economic development of the county: weak infrastructure construction of remaining poor villages, low poverty relief fund efficiency, and low education level of farmers; new coronary pneumonia caused poor outdoor work Obstructions, product sales difficulties, and public service capacity conflicts are prominent; poverty reduction achievements in county-level industrial development, education for poverty alleviation, off-site poverty alleviation and relocation, and social security coverage are still insufficient; there are lack of governance subjects, uneven distribution of governance resources, and governance methods in rural development Backwardness and other urgent problems. Based on the comprehensive survey results, this paper concludes that the main reasons for the problem of sustainable targeted poverty alleviation in Qingjian County, Northern Shaanxi are: insufficient support for sustainable targeted poverty alleviation in poor villages; inadequate risk prevention mechanisms for sustainable targeted poverty alleviation; lack of sustainable targeted poverty alleviation Effectiveness guarantee system; sustainable and precise poverty alleviation rural autonomy has not yet been implemented. Combining Marxist poverty governance ideas and Xi Jinping's poverty alleviation ideas in the new era, this article puts forward the following policy recommendations:Strengthen the support of remaining poor villages;Establish a stable risk prevention guarantee mechanism;Improve the poverty alleviation effectiveness guarantee system;Optimize sustainable and accurate poverty alleviation path; Promote innovation in rural governance in targeted poverty alleviation. |
