我国经济建设正处于高速发展时期,随着国家经济政策和投资结构的调整,特别是在以扩大内需、增大基础设施投资作为拉动经济发展的主要增长点的背景下,为了满足经济发展的需要,工程建设的力度不断加大,随之而来的是工程质量、安全、进度、成本等方面出现了一系列的问题。建筑工程建设对经济发展速度的作用是显而易见的,同时也因为建筑企业可利用资源是有限的,这就决定了企业是无法仅仅凭借自身创造力,能够在所有的方面都表现优秀。提高建筑工程项目管理绩效,将是工程建设单位在未来努力的方向。标杆管理因为其具有系统性、科学性、高效性的优势被引入现代企业管理,并且作为一种学习先进经验的优秀管理方法得到了广泛的应用。是建筑工程项目绩效管理的重要有效改善途径。
本文从标杆管理与项目绩效管理的基本理论出发,在研究和分析国内外标杆管理发展状况的基础上,将标杆管理和建筑工程项目绩效管理相结合。针对工程质量、安全、进度、成本等方面的问题,得到在建筑工程项目绩效管理中应用标杆管理的必要性和适应性,并以建立基于标杆管理的建筑工程项目绩效管理体系为目标,通过对各种影响项目绩效管理效果的因素进行系统分析,最后建立建筑工程项目绩效管理指标评价体系。并综合运用数据包络分析(DEA)评价建筑工程项目管理绩效,继而根据评价结果对我国未来的建筑工程项目绩效管理提出针对性改善意见。

China’s economic construction is in a period of rapid development,with the adjustment of China’s economic policies and investment structures, Especially in order to expand domestic demand and increase investment in infrastructure as a major growth stimulating economic development in the context. In order to meet the urgent needs of development , continue to increase the intensity of construction, Followed by engineering quality, safety , schedule , cost and other aspects of a series of problems, Building construction for the rapid development of regional economy has played a crucial role, However , due to limited resources determines the construction enterprise businesses can not leading in all respects entirely on its own creativity with other companies. How to improve the performance of construction project management , construction units is an urgent need to solve the problem.
Benchmarking as a learning experience, advanced systems , scientific and efficient approach in business management has been widely used, is the only way to break through the development of construction project management bottleneck. In this paper, the basic theory of benchmarking and project management departure,In this paper, the basic theory of Benchmarking and project management starting in the research and development of domestic and international benchmarking analysis on the basis of the benchmarking project management and construction combined. For questions project quality , safety, schedule, cost , etc., to be applied in benchmarking.And to establish a benchmark for the management of construction projects based on project performance management system as the target, the various factors that affect the performance of construction project management effectiveness is analyzed to construct the evaluation index construction project management performance . g performance management in construction projects and the need for adaptability, Using a combination of benchmarking data envelopment analysis (DEA) project management performance evaluation , and the evaluation results of the index is corrected , and put forward specific proposals of construction project management.
