摘　要 本文研究涉及的环首都贫困带是指河北省承德、张家口、保定三市所属22个国家级贫困县辖区。该地区环绕首都北京，地理位置十分特殊，但社会经济发展水平与北京相比严重滞后，近年来已引起社会广泛关注。对此，中央及当地政府先后采取一系列举措，力求改变环首都贫困带农村地区的落后局面。 本文作者在研究中发现，对人力资源进行开发是农村贫困地区脱贫致富的有效途径。作者以人力资本理论、发展经济学理论、马克思主义贫困理论等相关理论为基础，通过查找国外内农村贫困地区人力资源开发的大量文献，对相关理论进行了归纳和推演。从环首都贫困带人力资源开发利用的现状入手，深入剖析了该地区农村人力资源状况特点，对该地区农村人力资源开发的数据进行分析，总结梳理了现阶段开发过程中存在的不足及其原因。通过对环首都贫困带农村地区人力资源开发情况进行现场调查，与国内外一些贫困地区实施的人力资源开发措施和成果进行比较，积极借鉴国内外农村地区人力资源开发的成功经验，提出了一些有针对性、可操作的具体措施办法。即：加大政府的财政支持力度，扩宽融资渠道，解决资金缺口；改革教育体制，大力发展基础教育和职业教育；发展农村医疗保障事业，增加健康人力资本存量；完善户籍和土地制度，促进产业升级，促使劳动力自由流动；多措并举，完善农村的社会保障体系；制定政策和加强宣传并行，转变人们的思想观念。 本文研究目的，就是希望找到一条环首都贫困带农村地区人力资源开发的有效途径，以此来推动环首都贫困带的脱贫致富、经济发展，最终实现该地区的和谐发展、持续发展。
