教育是民族振兴、社会进步的基石,是提高国民素质、促进人全面发展的根本途径,而高等教育又是其关键的一步。近年来伴随着我国社会的转型、经济的发展、科技的进步,高校的扩招及高校招生改革的加剧,高等教育正从精英化教育走向大众化教育发展阶段,高校特殊群体学生问题随之凸显出来,成为高校教育和管理不容忽视的重要问题。这些特殊群体学生在数量上日益扩大,并且由于在某些方面存在一定的缺陷,其行为表现较之以往也更加复杂,他们比起普通群体学生更容易出现思想行为上的偏差,从而导致违反校规校纪行为的产生,甚至走上违法犯罪的道路。这不仅不利于他们自身发展,在一定程度上也影响了高等教育的质量,对高校的和谐、稳定和发展也产生了一些不利影响,成为高等教育培养全面、健康、高素质的人才目标的一大障碍。因此,关注高校特殊群体学生,研究他们的思想和行为特点,构建高校特殊群体学生违纪的预防干预机制,有针对性地解决高校特殊群体学生存在的问题,是高等教育面临的一个十分紧迫的问题,也是高校和谐发展面临的重大课题,意义不容忽视。
本文以马克思人的全面发展理论为前提,首先借鉴专家、学者对特殊群体学生研究结论和学术论文的基础上,对高校特殊群体学生和违纪做了概念界定;其次实地调查了解西安某高校中的在校生违规违纪的概况以及对西安部分高校的在校大学生进行问卷调查,在此基础上归纳总结了高校特殊群体学生违纪的基本状况、在违纪中的特点和现阶段我国各高校对特殊群体学生违纪的处理现状;并从外部和内部两个方面分析了高校特殊群体学生导致违纪行为的原因,最后立足于“怎样预防并减少高校特殊群体学生违纪?”这个问题,在借鉴国内外专家学者的研究基础上,提出以预防为主、处罚为辅的高校特殊群体学生事前预防措施和事后干预机制,从而尽可能地给予高校特殊群体学生以保护和救济。希望能够通过行之有效的措施和管理工作,使这些特殊群体学生少违纪甚至不违纪,帮助他们顺利完成学业,成功走向社会,成为建设现代化的生力军。
