粮食是人类生存的基本物质要素，是人民生存与社会发展的根基。粮食安全是国家安全的重要基础。党的二十大报告明确指出要全方位夯实粮食安全根基，确保中国人的饭碗牢牢端在自己手中。党的十八大以来，以习近平同志为核心的党中央始终把粮食安全作为治国理政的头等大事。他深刻剖析了新时代粮食安全形势，就如何端牢“中国饭碗”作出一系列重要指示，创造性地回答了为什么要保障粮食安全、怎样保障粮食安全等重大问题，并在理论、制度与实践中形成了逻辑严密、内涵丰富、目标明确的新时代粮食安全观。

新时代粮食安全观是习近平新时代中国特色社会主义思想的重要内容，是新时代维护和实现国家粮食安全的根本遵循。本文运用文献研究等多种方法首先系统地论述了相关概念内涵的演化发展与理论基础。其次，以当前国内外粮食安全形势为基础，结合人口与经济等因素，就其形成的时代背景进行论证，并指出乡村振兴、农业农村现代化与构建“双循环”新发展格局是新时代粮食安全观形成的现实依据。随后剖析了新时代粮食安全观的科学内涵，深入分析了其重要地位、战略思想、基本目标和主要内容，指明了实现粮食安全必须走具有中国特色的社会主义粮食安全道路。最后，指出新时代粮食安全在耕地、劳动力、种业等方面面临的主要问题，并分析造成这些问题的原因，以此提出新时代粮食安全观的实践路径，强调从保障耕地数量与质量、增加人才储备、增加研发投入等环节入手可以有效解决新时代粮食安全面临的一系列问题。

The report of the twentieth National Congress of the Communist Party of China emphasized that “we must strengthen the foundation of food security in all aspects, and ensure that the rice bowls of the Chinese people are firmly in their own hands”.Since the 18th National Congress of the Communist Party of China, the Communist Party of China Central Committee, with Comrade Xi Jinping as its core, has always made food security a top priority in the governance of the country. He has deeply analyzed the situation of food security in the new era, made a series of important instructions on how to secure “China's rice bowl”, creatively answered the major questions of why and how to ensure food security, and formed the concept of food security in the new era, which is logically rigorous, rich in connotations, and with clear objectives, in the context of the theory, system, and practice.

The concept of food security in the new era is an important element of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and a fundamental guideline for maintaining and realizing national food security in the new era. This paper firstly systematically discusses the evolution and theoretical basis of the conceptual connotation of the concept by using various methods such as literature research. Secondly, based on the current food security situation at home and abroad, combined with demographic and economic factors, the paper argues about the background of its formation, and points out that the rural revitalization, modernization of agriculture and rural areas, and build the new development pattern of “double-cycle” are the practical basis for the formation of the concept of food security in the new era. It then analyzes the scientific connotation of the concept of food security in the new era, in-depth analysis of its important status, strategic thinking, basic objectives and main content, and points out that to achieve food security, it is necessary to take the road of socialist food security with Chinese characteristics. Finally, it points out the main problems faced by food security in the new era in terms of arable land, labor force and seed industry, and analyzes the main reasons for these problems, so as to put forward the practical path of the concept of food security in the new era, emphasizing that a series of problems faced by food security in the new era can be effectively solved by starting from the safeguarding of arable land quantity and quality, increasing the human resources reserve, and increasing the investment in research and development.
