当前随着经济的发展,人们对电能质量的需求不断提高,供电企业为了向用户更好的提供高可靠性、高质量的电能产品,实现与用电客户的电力流、信息流、业务流实时互动的新型供用电关系进而实现建设客户用电费用、提高可靠性、提升用电效率的目标。通过实时采集和分析用户终端上传的数据,为供电企业经营者的决策提供必要的科学依据,这将为促进电力营销变革和发展产生非常关键的意义。 此篇文章叙述了用电信息采集系统应用研究的背景、国内外的研究动态及发展趋势。针对新疆区域内县级供电企业中不同用电种类的电力客户,作者针对用电信息采集系统的构造架构展开分析探究,找到适合县级供电企业的采集方案,同时对具体的县供电公司采集系统建设应用情况进行分析和论证。 结合作者对特克斯县供电公司应用用电信息采集系统的实际工作为出发点,重点对县级供电企业用电信息采集系统关键应用进行分析。电费管理应用方面,通过远程自动化抄表、电费核算及电量电费统计分析等方面的应用,使得实施预购电和费控是极为有效的电费风险控制措施。线损管理应用方面,全面推动各项基础管理工作稳步提升,运用中压载波技术解决无信号区域,实现台区日监测和月统计分析,能够真实反映现场实际线损,提高管理水平,促进电力企业的发展。用电需求侧管理中的应用方面,为短期和超短期负荷预测提供必不可少的技术支持和数据资源,从而使得需求侧管理更为优化。配网管控中的应用方面,基于用电信息采集系统、营配调贯通、PMS为一体的现代化配抢管理的崭新形式经过调配使用电网GIS平台给予的查询定位、空间分析服务,迅速找到出现问题的地方,分析最佳抢修路径,迅速应对用户的解决问题请求。

The current with the development of economy, people growing demand for power quality, power supply enterprise to users in order to better provide high reliability and high quality power products, implement with the electricity users power flow, information flow, business flow, a new type of power supply real-time interactive relationship and achieve customer electricity costs, improving the reliability, improve the efficiency of the electricity target. The data uploaded by the user terminal is collected and analyzed in real time to provide the necessary scientific basis for the decision-making of power supply enterprise operators, which will generate a very critical significance for promoting the reform and development of power marketing. This paper describes the background of applied research on electricity information acquisition system, the research trends and development trends at home and abroad. Aiming at the power customers of different types of power consumption in county-level power supply enterprises in xinjiang region, the author analyzed and explored the construction structure of electricity information collection system, found the collection scheme suitable for county-level power supply enterprises, and analyzed and demonstrated the construction and application of the collection system of specific county-level power supply companies. Based on the author's actual work on the application of the electricity information acquisition system in Tex county power supply company, the key application of the electricity information acquisition system in county-level power supply enterprises is analyzed. In terms of the application of electricity charge management, the application of remote automatic meter reading, electricity charge accounting, electricity charge statistics analysis and other aspects makes the implementation of pre-purchase electricity and fee control a very effective risk control measure of electricity charge. As for the application of line loss management, all the basic management work will be promoted steadily. Medium voltage carrier technology will be used to solve the signal free area, and daily monitoring and monthly statistical analysis of the station area will be realized, which can truly reflect the actual line loss in the field, improve the management level and promote the development of power enterprises. The application aspect of DSM provides essential technical support and data resources for short-term and ultra-short-term load forecasting, thus making DSM more optimized. Distribution network control aspects of the application, based on the electricity information acquisition system, with adjustable through the camp, and the PMS as one of the new form of modernization with rob management through redeployment of power grid GIS platform to locate query, spatial analysis services, quickly find problems, analyze the best repair path, to respond quickly to customer requests to solve the problem
