我国煤矿安全生产形势较前几年虽然有所好转,但重特大事故时有发生,造成了很大的人员伤亡、财产损失以及社会影响。控制煤矿事故,改善煤矿安全生产现状刻不容缓,鉴于此,本文提出以煤矿安全生产为目的的煤矿本质安全管理体系。然而根据统计资料显示,人的不安全行为是煤矿事故发生的最主要的原因,“人”作为安全生产运行中的核心因素,其作用越来越明显。预防和控制煤矿中人的不安全行为无疑是减少人员伤亡和经济财产损失、保障安全生产顺利进行的关键环节。鉴于煤矿生产系统的复杂性决定了煤矿安全评价是一项复杂的系统工程,因此,本文在煤矿本质安全管理体系的基础上,利用西安科技大学管理学院师生于2011年11月在我国西部S矿井进行调查的数据,对煤矿员工的不安全行为进行了实证研究。
本文以人的不安全行为作为研究对象,运用事故理论、本质安全理论、不安全行为理论等基本原理,结合煤矿本质安全管理体系,从人、机器、环境、管理四个方面对不安全行为进行了分析,并利用调研数据进行验证,最终得出结论。所做的主要研究如下:
首先,分析了煤矿本质安全管理体系的内涵、构成因素以及构成因素之间的相关性,为煤矿员工不安全行为研究做理论支持;其次,对煤矿中人的不安全行为进行分析。通过对不安全行为的理论依据、产生原因、影响因素以及不安全行为与煤矿事故之间的关系分析,得出人的因素和管理因素是导致煤矿事故发生的主要原因;再次,根据员工不安全行为影响因子,采用实地调研的方式,设计问卷并组织实施,以此建立相关统计模型,运用逐步回归分析法对煤矿员工不安全行为进行实证研究,得出心理因素、生理因素以及管理因素是导致员工不安全行为发生的根本原因;最后,针对分析结果,提出预防和控制员工的不安全行为的策略与措施。
综上所述,本文基于煤矿本质安全视角,结合问卷数据对员工不安全行为进行的实证分析对煤矿的安全管理具有一定指导意义,在此基础上提出的相应管理对策,对减少煤矿安全事故的发生具有一定的实用价值。

The situation of coalmine safety production in China has become better than in previous years, but serious and the worst accidents still often occurs. The control of coal mine accidents, and improve mine safety production status without delay, so we put forward the Intrinsic Safety Management System for the purpose of the coalmine safety and production. However, statistics show that unsafe behavior is the main reason in coalmine accidents, "Person" as a core element in the safe operation, its role is more and more obvious. Thus prevention and control of unsafe behavior in coalmine shall be a critical segment to reduce casualty and economic losses and ensure successful coalmine safety production. The complexity of the coalmine production system decides that the coalmine safety evaluation is a
more complex systems engineering. Therefore, based on Intrinsic Safety Management System in coalmine, the thesis uses data of S mine in western China surveyed by Xi'an University of Science and Technology School of Management students and teachers in November 2011, and
then conduct an empirical study of coalmine staffs unsafe behavior.
The thesis takes unsafe behavior as an object, uses the basic principles of Accident Theory, Intrinsic Safety Theory and Unsafe Behavior Theory, combined with the Intrinsic Safety Management System in Coalmine, analyzes unsafe behavior from four aspects: people, machines, environment and management, then validates by the survey data, and finally comes to the conclusion. The major research results achieved are as follows:
First, the thesis introduces and analyzes the content and components of “Intrinsic Safety Management System in Coalmine” as well as the correlation between each component, so as to provide theoretical support for the research. Second, by studying the theoretical basis and causes of unsafe behavior, the study has a further explanation of how unsafe behavior and coalmine accidents links, then comes up with the conclusion that the human and management elements and are the main causes of coalmine accidents through a detailed analysis of all affecting factors influencing unsafe behavior. Third, enhancing the method of spot study, the study conducted a questionnaire to underground mine under the S mine in accordance with the main affecting factors influencing unsafe behavior. Utilizing the data from the spot study, the study builds up a relevant statistical model for in-depth study of unsafe behavior at work place, and draws a conclusion that takes psychological factor, physiological factor and management factor as the fundamental causes. Last, aiming at main causes of unsafe behavior, the study looks at the strategies and measures in preventing and controlling people’s unsafe behavior.
In summary, based on Intrinsic Safety Management System, combined with the empirical analysis of the questionnaire data on staffs unsafe behavior, the thesis has the reference value significance for the safety management of coal mines, and the corresponding countermeasures also has some practical value.
