招商引资旨在引入外部资源以促进本地区经济快速发展。自改革开放以来，我国各级政府高度重视招商引资工作，许多地方政府将招商引资与绩效考核紧密联系，招商引资已成为一项非常重要的政府职能，并以此为指导造成了政府主导的招商引资模式，形成了政府主导型招商引资战略。尽管政府主导型招商引资战略取得了巨大的成绩，但是随着我国市场经济体制的完善以及服务型政府对政府职能转变的要求，这种战略也逐渐暴露出诸多问题。面对这些问题，泰安高新区应该制定什么样的招商引资发展战略？ 本文从战略概念出发，概述了政府发展战略理论，并以政府职能和服务型政府的相 关理论为基础，分析了我国地方政府主导型招商引资战略的弊端及其产生原因，进而在对泰安高新区招商引资现状及战略进行阐述和分析的实际工作基础上，同时对泰安高新区招商引资面临的机会、威胁、优势、劣势的综合分析，并利用EFE和IFE矩阵以及SWOT分析方法对泰安高新区招商引资战略进行了评价，进而确定了泰安高新区招商引资的发展战略。 　　　在上述分析的基础上，本文延伸、探索出一种科学合理的新型政府招商引资战略，并提出了改革二步走构想：第一步在现有情况下首先建立“以政府为主导、向市场化过渡的多种形式相结合”的过渡战略；第二步当招商引资领域相关法律政策完善及市场成熟后，政府逐渐淡出招商，以“市场主导、政府为辅”的中介招商引资战略为主导，完成最终的转型。 　　　通过对泰安高新区招商引资工作研究，得出转变政府职能是下一步工作的基础，让地方政府走出在招商引资活动中“包揽”的误区，转变政府管理方式，真正意义上实现服务型政府职能。希望本文分析结论和战略方案对泰安高新区的发展能有所帮助。

Investment promotion is a policy which sets up to promote regional economic development by introducing external resources. Since reform and opening up, in China all levels of local government have attached great importance to attract foreign investment, many local governments not only regard investment promotion as an important government functions but also link to the government performance evaluation and use it as a guidance to dominate the investment promotion work. Although the mode of government-oriented investment promotion has achieved great success, along with perfection of China's market economic mechanism and the function transform of Chinese government, it has exposed more and more problems. Faced with these problems, what kind of investment strategy should Tai'an Gao Xin District Government establish? 　　　 This thesis summarizes the theory of government`s development on strategy. Based on the theory of economic function of government and service-oriented government, we analyze the disadvantage of investment invitation of local government and find out the reasons. Furthermore we analyze the work flow of investment invitation. Based on all the work above, we define the development strategy of Tai'an Gao Xin District Government with EFE, IFE and SWOT. 　　　 Based on the first-hand information that acquired by field research, interviews, this thesis takes the transformation of government functions as the main line and reengineer investment process step by step on the basis of analyzing the present situation of Tai'an Gao Xin District Government's investment and learning from the domestic and international experience and advanced modes. Furthermore, the thesis conducts a feasibility confirmation towards new mode using Cost analysis and SWOT technology analysis methods in order to enhance its practicality and maneuverability. 　　 Through the research on the investment of Tai'an Gao Xin District Government, we should further change the functions of the government, let the local government out of the investment activities of "mode" misunderstanding, re-positioning of government functions and deepening transformation of government management mode, standardized government construction for service, realize the correct sense of business process optimization. This dissertation is applied research. This thesis hopes that the main conclusion of the analysis and strategy proposal will help Tai'an Gao Xin District government develop quickly.
