摘 要
随着利率市场化进程加快、金融脱媒加剧、互联网金融的挑战加深,中国银行业面
临着前所未有的“双重转型”的压力,寻找新的目标客户群体成为各家银行战略转型的重
点。小微企业数量巨大,是我国经济活动中最活跃的主体,同时小微企业受其自身发展
特点影响,也是最容易被忽略的弱势群体,小微企业金融需求难以得到满足。面对内外
多重因素,商业银行转变经营战略、将小微企业纳入服务对象势在必行,以MS银行为
代表的一些商业银行在小微金融战略方面的成功探索和实践,开辟了自身快速发展的新
增长极。
本文在整理国内外小微金融相关文献的基础上,对当前小微金融领域的研究予以归
纳总结,提出本文的研究内容和研究方法。本文首先对小微企业和小微金融的概念及内
PEST SWOT MS
涵进行界定,接下来结合 分析法和 矩阵分析法,重点对 银行济南分行
小微金融战略的外部环境和内部资源进行分析,并通过构建SWOT矩阵得出分析结论。
在此基础上,提出了MS银行济南分行小微金融战略的指导思想、发展思路、战略目标、
重点任务,以及相关的小微职能战略和战略评价指标体系。同时,本文从人力资源、财
务资源配置、风险管理、渠道建设、科技创新等方面梳理了MS银行济南分行小微金融
战略实施的保障措施,并提出了相对应的提升建议。

最后,本文得出 银行济南分行小微金融战略的研究总结和研究展望,认为小微
金融战略是一个系统性工程,需要整个银行内部体系的流程化配合才能实现既定的战略
发展目标。随着小微金融逐渐获得重视并趋向多元化方向发展,MS银行济南分行需要
不断增添创新商业模式,升级和改造产品和服务,推动小微金融战略实现跨越式发展。

ABSTRACT
With the progress of interest rate liberalization speeding up, the financial
disintermediation becoming more evident and the challenges from in internet finance
becoming more serious,there is anunprecedented pressure of “dualtransition onthe
Chinesebankingindustry.Asaresult,todiscovernewtargetgroupofcustomersbecomes
thekeypointduringtheprogressofChinesebanks’strategictransition.Thequantityof
“smallmicro-enterprises”islarge.However,asthemostactivekeyplayerofeconomic
activitiesinChina,theyarethedisadvantagedgroupsthatareeasytobeignoredtoagreat
extentduetothecharacteristicsoftheirowndevelopment.Asaresultofthat,thefinancial
demandofthe“smallmicro-enterprises”isalwayshardlytobesatisfied.Basedonthat,
shiftingtheoperatingstrategy,bringing“smallmicro-enterprises”intothescopeofservice
object is imperative to the commercial banks under a urgent circumstances. Some
commercialbanksrepresentedbyMSban havegainedalotofsuccessfulexplorationsand
experience,whichcreatesabrandnewgrowthpoleoftheirowndevelopment.
Basedonpresentingalargequantityofliteraturereviewstowardssmallandmicro
businesses fromboth domestic and overseas, the research related to small and micro
businesseswere summarizedandgeneralizedintheearlythisstudy.Next,theresearch
emphasisandmethodologyarepresented.Inthefollowing,utilizingthePESTanalysisand
SWOTMatrix,acasestudyofMSBan Jinanbranchwasdiscussedbytheauthorinthis
studyaimedtoanalyzetheirstrategytowardssmallandmicrobusinessesinbothinternal
andexternalenvironment.Thisstudyintroducedtheguidingideology,developmentideas,
strategictarget,keytasksandrelevantstrategicsystemofevaluationofMSban Jinan
branch’sstrategyofthesmallandmicrobusinesses.Meanwhile,thesupportingmeasuresof
MSban Jinanbranch’sstrategyimplementationwerepresentedfromseveralaspectssuch
asHR,financeandaccounting,financialresourcesallocations,ris management,channel
buildingandtechnologicalinnovation.
Then,inordertoimprovethestrategicdevelopmentofMSban Jinanbranch’ssmall
andmicrobusinessesstrategy,numbersofsuggestionswereprovidedastodeveloprelevant
aspects like strategicunderstanding, research project, establishment ofprofessionalism,
businessmodel,theintensionofserviceandcustomerexperience.Theconclusionofthis
researchwasprovidedintheendofthisstudy,atthesametime,prospectsandexpectations
offurtherresearchinthisacademicareawasgiven.
