无论是高瞻远瞩的政治家、战略家,还是从事科技、经济、生产的企业家,都不能忽视一个极为普通而又极为重要的现实问题,那就是首先要尊重人的生命、珍惜人的生命、爱护人的生命。 我国安全生产工作在不同的历史时期出现不同的管理模式。20世纪50年代至60年代建立了一套劳动保护管理体系;70年代强调了事故管理系统;80年代出现了职业安全卫生管理和安全生产管理模式;90年代现代安全科学管理理论和方法体系发展和完善。21世纪进入了世界标准化组织制定的质量管理和质量保证体系(ISO9000)、环境管理体系(ISO14000)和职业安全健康管理体系(OSHMS)时代。 中国加入WTO,企业将从依靠国家政策保护完全转入市场竞争。我国企业要想迎头挑战国际上实力强大的企业或企业集团,就必须强化安全意识、竞争意识,建立和提高企业抗风险能力、竞争能力,有效地改善企业安全、环境等条件。 企业是以安全、环境、资源、经济等为实体且相互依赖、交互作用、相对制约的复杂动态系统。研究表明,单方面的改善某个事故免疫因子的能级是不科学的,只有系统地研究识别企业在安全生产方面的薄弱环节,找到企业持续改进的方向,才能更好的维护生产过程中的事故免疫系统,重视各种事故免疫因子的培养,预防事故发生。 本篇论文所研究的中国石油长庆油田分公司AI-CMM,主要侧重于过程的控制、指标体系的构建、数据的处理,能级的确定和雷达评价图表达。主要表现在以下几个方面: ⑴.构建了中国石油长庆油田分公司安全生产可视化信息树; ⑵.构建了中国石油长庆油田分公司安全生产SWOT技术矩阵; ⑶.构建了中国石油长庆油田分公司安全生产RPIC提升矩阵; ⑷.构建了生产事故免疫能力成熟度模型(AI-CMM); ⑸.在AI-CMM的基础上,建立了生产事故能量系统,探索了生产事故演变过程; ⑹.在AI-CMM的基础上,基于Rough集理论,探索了生产事故信息粒度构成,建立了生产事故能量信息聚类模型和Rough聚类算法,使大量复杂的能量信息颗粒化; ⑺.在AI-CMM的基础上,诊断了中国石油长庆油田分公司生产事故免疫功能缺失症的类型,提出了主要影响因子的基本颗粒组成,建立了基本颗粒线性混合效应修复模型,为实现生产事故多因素混合效应修复提供了新途径; ⑻.在AI-CMM的基础上,探索了生产事故免疫系统演变机理,形成了免疫进化算法,使免疫细胞经过若干层的选择、克隆扩增、受体编辑、骨髓产生新B免疫细胞过程实现进化培养。 ⑼.在AI-CMM的基础上,定义为5个成熟度能级,构建的8个模型及其成熟度雷达评价图表示生产事故免疫能力成熟度状态。 ⑽.该课题在Windows XP操作系统基础上,应用MTLAB和Visual C语言,初步编制了计算机软件。 安全生产工作的国际化、人性化,关键在其管理体系的标准化,需要在其全状态、全方位和全过程的原则下实现最科学的、最系统的、最有效的长效管理机制,也需要一个具有科学性、系统性、稳定性、持续性且严密的组织、严肃的法规、严谨的管理、严格的执行来保证的运行环境。 本论文的不足之处在于缺乏广泛的应用验证,建立的AI-CMM仅仅在中国石油长庆油田分公司初步应用,需要完善、需要修复、需要持续改进。同时中国石油长庆油田分公司的发展,是一个成长与修复过程的平衡。一个事故多发的石油企业,是难以培养事故免疫功能的石油企业,一个只重视生产,却不注意自我修复和培养事故免疫功能的石油企业,则会产生大量异己的因子或发生生产事故,最终会妨碍其成长,这是今后进一步研究的工作。

No matter who you are, a far-sighted statesman, a strategist, or an entrepreneur that is engaged in technology, economy and production, we can’t ignore a common but important problem that we should respect, cherish and love people's lives firstly. There are different management models in the safety work during different history periods in our country. From the 1950s to the 1960s we had set up the labor protection management system; we emphasized the accident management system in the 1970s; there appeared occupational safety & health management and production safety management in the 1980s; and modern safety scientific management theory and methods were developed and consummated in the 1990s. Quality management and quality assurance system (ISO9000), Environmental Management System (ISO14000) and Occupational Safety and Health Management System (OSHMS) had been established by the International Organization for Standardization in the 21st century. Since China's accession to the WTO, the enterprises had switched completely from relying on the protection of national policy to market competition. Enterprises of China must strengthen safety awareness and competition sense, establish and enhance their ability to resist risk, compete, to improve their security and environmental conditions, in order to have a head-on challenge to the international powerful enterprises or enterprise groups. An enterprise, with safety, environment, resource, and economic and so on, which are interdependent, interacted and relatively restrainted, as its entities, is a complex dynamic system. Research shows that it’s unscientific to improve the energy level of some accident immune factor unilaterally. Only if identifying the weak tache of the production safety in the enterprise by systematic research, and finding the direction to continuous improvement, could we maintain the accident immune system in the production process better, emphasize the training of various accident immune factors, and prevent the occurrence of accidents. The AI-CMM of Petrochina ChangQing Oilfield Company, studied in this paper, mainly focused on the control of process, construction of indicator system, processing of data, identification of the energy level and the radar evaluation map. The main work completed is as follows: ⑴.Constructing visual information tree of Petrochina ChangQing Oilfield Company about production safety; ⑵.Constructing SWOT technology matrix of Petrochina ChangQing Oilfield Company about production safety; ⑶.Constructing RPIC upgrade matrix of Petrochina ChangQing Oilfield Company about production safety; ⑷.Constructing a production Accidents Immune Capability Maturity Model (AI-CMM); ⑸.Establishing the accident energy system of production, exploring the evolution process of working accidents on the basis of AI-CMM; ⑹.Studying the construction of working accident information granularity, establishing the working accident energy information clustering model and Rough clustering algorithm so that the large number of complex energy information can be particled on the basis of AI-CMM and Rough set theory; ⑺.On the basis of AI-CMM, diagnosing the working accident immunity capability deficiency type in Petrochina ChangQing Oilfield Company, confirming the basic particle composition of the main affecting factor, and setting up the basic particles linear mixed restoring model, to provide a new way for the production accident multifactor mixed restore; ⑻.On the basis of AI-CMM, studying the immune system evolution in the production accidents, forming the immune evolutionary algorithm so that the immune cells can be evolved and cultivated through the choice, cloning amplification, receptor editing, new B immunocytes produced by the marrow; ⑼.Defining five maturity energy levels, and constructing eight models and its maturity Radar map to evaluate the state of working accident immunity maturity on the basis of AI-CMM; ⑽.The subject works under Windows XP operating system and works out computer software initially with MTLAB and Visual C language. The key of the international and humanity of production safety work lies in the standardization of its management system. It needs to achieve the most scientific, systemic and effective long-term management mechanism under the principle of all-state, all-round and the entire process. Also, it needs a scientific, systematic, stability, sustained and well-organized organization, serious regulations, strict management and strict implementation to ensure the operational environment. The inadequacy of this paper lies in the lack of wide application and authentication. The AI-CMM is only for preliminary application on Petrochina ChangQing Oilfield Company, and it needs to be improved, repaired, and improved continuedly. Meanwhile, the development of Petrochina ChangQing Oilfield Company is a balance process of growth and restoration. It’s different for an accident-prone petroleum enterprise to cultivate the accident immune function, and a petroleum enterprise which only thinks more about production, does not pay any attention to self-healing and immune function training, will have a large number of dissidents or production accidents, and eventually hamper its growth. This will be researched further in the future.
