自20世纪80年代以来，质量管理大师克劳斯比（Crosby）所提出的质量管理成熟度（Quality Management Maturity）概念逐渐被世界各国接受。各国企业结合自身情况，将质量管理成熟度理念运用到企业质量管理中，并不断发展完善，提高企业质量管理水平。然而，我国的产品质量整体状况堪忧，各种假冒伪劣产品充斥市场，对我国的经济稳健运行产生恶劣影响。在这样的大背景下，有必要对我国企业的质量管理成熟度状况进行深入研究，以促进企业质量管理水平进一步提高。本文以陕西省区域内的制造型为研究对象来探讨企业的质量管理成熟度水平。 本文首先对国内外质量管理成熟度理论、要素及方法进行研究，提炼出一个系统考核企业质量管理成熟度的评价体系。在此基础上构建了本研究的概念模型，并提出研究假设；其次设计各变量测度指标，采用问卷调查方式，对88家陕西制造型企业进行调查，并对收集到的样本数据进行信度与效度检验；此外用结构方程模型（Structural Equation Modeling）方法进行实证研究，得出本研究提出的8条假设中6条假设通过验证，否定了2个假设；最后针对陕西省区域内制造型企业质量管理成熟进行评价，研究发现88家陕西省区域内制造型企业质量管理成熟度水平分别处在“萌芽”、“觉醒”、“发展”、“改进”这四个阶段，还没有发现完全达到“成熟”阶段的制造型企业；这些企业质量管理成熟度水平整体不高主要差距和不足表现在质量领导和过程控制方面，特别是在质量战略规划、质量管理工具运用以及过程管理方面，此外员工参与方面也存在很大差异。另外，对每一类企业列举一些公司进行详细的分析，指出其质量管理存在的优缺点。

In this paper, enterprises manufacturing in Shaanxi Province as the research object to explore the quality management maturity level. Firstly, research the domestic and international quality management maturity theory, elements and methods, refining a system of evaluation of enterprise quality management maturity evaluation system.On this basis, build a conceptual model of the study and put forward the hypothesis; Secondly，the design of each variable measure indicators, the investigation method of the questionnaire, a survey of 88 manufacturing enterprises in Shaanxi investigation, Further empirical research using structural equation model (Structural Equation Modeling) method, the 8 hypotheses proposed in this study, 6hypotheses through verification, denied the 2 hypothesis; Finally, evaluate the quality of management maturity for the Shanxi regional manufacturing enterprises, the study found 88 manufacturing enterprises in Shanxi area of quality management maturity level, respectively, in the "bud", "Awakening", "development", "improve" these four stages, has not yet found fully meet the "mature" stages of manufacturing enterprises; These enterprise quality management maturity level is not high overall performance of major gaps and deficiencies in quality leadership and performance process control, especially in the quality of strategic planning, quality management tool use and process management , in addition，there is a big difference in employee participation. In addition, for each class of enterprise listed company carries on the detailed analysis, pointed out the advantages and disadvantages of the existing quality management.
