经济全球化的不断推进及社会公众意识与期望的增强使中国海外承包业务逐渐增多,越来越多的承包企业试图进入国际市场。企业社会责任是企业为利益相关者做出的负责任的承诺与行为,其不仅成为中国对外工程承包企业进入国际市场的必要举措,还成为企业在全球化进程中平衡挑战和机遇时的优势。企业社会绩效是企业将社会责任融入到日常行为中,从而给社会和环境带来可持续的积极影响效益。尽管中国对外工程承包企业已从理念与实践方面推进企业社会责任建设,然而其企业社会绩效表现却不佳,项目质量不合格、环境安全不达标、劳工利益受损等问题仍旧存在。中国对外工程承包企业是中国海外企业的一面旗帜,社会责任实践关系到承包企业社会绩效的健康发展,也关系到中国对外工程行业的转型升级。因此,本文试图通过探索中国对外工程承包企业社会责任实践与企业社会绩效之间的联系,探索二者之间的影响机理,使企业在应对利益相关者需求时,能够更有效地配置并利用有限的资源实现企业社会绩效最大化。
本研究主要基于利益相关者理论、企业资源观理论、社会交换理论以及社会网络理论,分析企业社会责任实践与企业社会绩效之间的关系网络。首先,通过文献研究法对已有研究进行梳理,以识别出本文涉及的中国对外工程承包企业社会责任实践与企业社会绩效初步内容。其次,通过专家访谈法和问卷调查法形成了适用于本研究情景的初始问卷,基于专家意见与预调研数据将修正后的问卷用于正式调研。本文主要借助网络平台发放在线问卷进行数据收集,调研对象为中国对外工程承包企业的管理人员。回收的问卷在进行剔除与筛选后总共获得355份有效样本。最后,利用SPSS26.0、UCINET对有效样本数据进行分析与检验。
研究结果表明了每项企业社会责任实践与企业社会绩效之间的联系。其中,核心的企业社会责任实践有“提高技术研发投资”、“帮助合作伙伴提升产能和技术”、“提前评估项目对社区的影响”、“保护行业知识产权”、“将社会责任标准纳入合作合同”、“组织员工参与生态保护活动”以及“建立合规经营制度”。核心企业社会绩效则是“促进行业技术创新”、“企业声誉”、“创新资源增多”、“污染排放减少”、“当地社区进步”以及“能源消耗减少”。中国对外工程承包企业社会责任实践与企业社会绩效社会网络呈现出“three-keys”的网络特征。从核心/外围结构分析,相较于外围区域的企业社会责任实践,处于核心区域的3项CSR实践与9项企业社会绩效具有更密切的联系。因此,本文提出了相应的建议,以此帮助中国对外工程承包企业部署企业社会责任资源协作方案提供有益参考,为实现利益相关者的“共享价值”做出一定的理论贡献。

The ongoing progression of economic globalization and the heightened societal awareness and expectations have resulted in a surge in the number of international construction projects. An increasing number of China international contractors are endeavoring to penetrate the international market.Corporate Social Responsibility (CSR) is the responsible commitment and behavior of a corporation for its stakeholders. CSR has evolved into not only an essential prerequisite for Chinese enterprises engaged in international construction project to access global markets, but also a strategic advantage enabling them to navigate the challenges and opportunities inherent in the process of globalization. Corporate social performance (CSP) pertains to the incorporation of social responsibility into a corporation's daily operations, resulting in sustainable and beneficial impacts on society and the environment. Although Chinese international contractors has promoted CSR practice, its CSP is poor. The problems such as substandard project quality, lack of safety and environmental protection, and infringement of labor rights and interests still exist.As a flag of China's overseas enterprises, the CSR of Chinese international contractor is related to the healthy development of the global contracting market and the transformation and upgrading of the contracting industry. Therefore, this paper seeks to explore the links between the CSR practices and CSP of Chinese international contractors, so that the corporations can configure and utilize the limited resources more effectively to maximize CSP.
Based on stakeholder theory, enterprise resource view theory, social exchange theory and social network theory, this study mainly analyzes the relationship network between CSR practices and CSP. First, the literature research method was used to sort out the existing research to preliminarily determine content of CSR practices and CSP of Chinese international contractors. Second, the initial questionnaire suitable for this research was formed through expert interview and questionnaire survey, and the revised questionnaire was used for formal investigation based on expert opinions and pre-survey data. The data collection was mainly conducted by distributing online questionnaires, and a total of 355 valid questionnaires were collected after removing and screening the recovered questionnaires. Finally, SPSS26.0 and UCINET were used for analysis and testing of the valid sample data.
The results of the study show the relationship between each CSR practice and CSP. The key CSR practices are "Increase investment in technology research and development", "Help partners improve production capacity and technology", "Assess the impact of projects on the community in advance", "Protect industry intellectual property rights", "Include social responsibility standards in cooperation agreements", "Organize employees to participate in environmental protection activities", and "Establish a compliance management system". The core CSP include "Promote technological innovation in the industry", "Corporate reputation", "Increase resources for innovation", "Reduce pollutant emissions", "Improve the local community" and "Reducing energy consumption". The social network of CSR practices and CSP of Chinese international contractors presents the "three-keys" network characteristics. In the core-periphery structure, the 3 practices and in the core region are more closely related to CSP than those in the periphery region. Therefore, this paper demonstrates the network characteristics of CSR practices and CSP of Chinese international contractors. It also provides useful reference for corporations in the deployment of CSR resource cooperation programs, and makes some theoretical contributions to the realization of "shared value" of stakeholders.
