在信息技术飞速发展和经济全球化的今天，传统的财务管理已经不能应对以电子商务为时代特征的严峻挑战，这种环境的变化使得探索新的财务管理思想、财务管理模式、实施途径和网络系统功能如何完善成为理论和实务界的焦点，也是本文研究的主要内容。 本文从电子商务的产生及其对传统财务管理的影响出发，论述了电子商务对传统财务管理的内容、职能的冲击，在此基础上给出了电子商务企业财务管理的定义和目标。然后，从财务管理的战略角度出发来研究电子商务企业财务管理，对电子商务下财务管理的战略环境、战略目标、战略内容以及战略实施程序进行了研究。主要从筹资战略、投资战略、资产管理战略对财务管理战略进行探讨，从电子商务的特殊性来考虑筹资、投资和资产管理，提出了电子商务企业最佳筹资选择方法，在投资中依靠建立价值模型来对电子商务投资方向进行确定，这种分析角度把财务活动提高到战略视点，有利于企业进行有效的筹资和投资选择。 同时，本文分析了目前电子商务环境下企业通常采用的四种财务管理模式，即网络财务、财务重构策略、财务资源规划、财务工程；以网络财务模式为研究重点，通过对网络财务系统结构的分析提出了普遍适用的财务实施途径和方案，并探讨了网络财务给电子商务企业带来的新问题。 受当代先进的财务管理思想和管理软件在企业成功运用的客观实际所启发，本文在分析、比较三种国内常用的网络财务软件的基本理念和方法的基础上，将它们的共性归纳为财务系统的三种功能，并通过发送问卷调查对功能的满意度情况，由SPSS的统计结果得出目前电子商务企业对财务系统的满意度，再利用模糊层次分析法，建立功能满意度综合评价模型，并以东盛集团公司为实例进行实证研究。

With the rapid development of information technology and economical globalization, the traditional financial management can no longer adapt the great change in e-commerce environment. Based on this situation, new advanced financial administration thinking and method is needed. Meanwhile, the way how to perform it and how to improve the functionality of network is going to be the focal points in the realm of financial management. That is also the main points of the research in this paper. Firstly, the paper introduces the history of e-commerce and its influence upon the traditional financial management, analyses its impact on the content and function of traditional financial management. Then provide the definition and the goal of financial management based on e-commerce. Secondly, analyses the financial management based on e-commerce from the strategic point of view. Due to the particularity of new character, the methods of financing, investment and the asset management should also be updated. So, the paper provides the best way in financing. and determine the investment direction be setup the value model in investment. These new points of view provide high efficiency and more validity during the process of financing and investment. During the research of financial management mode, the paper analyses the four modes which is widely used so far, they are: net finance; financial regeneration; financial resource management and financial engineering. This paper emphasizes the first mode and elaborates the system structure of net finance. Based on these analyses, this article provides the way how to perform financial management in general, and also how to deal with the new problems come with it. From the illumination of the nowadays new advanced thinking of financial management, and after some investigation of the application of new financial management software. This paper compares the three kinds net finance software and reduces the commonness as the three functionalities of financial system. After a survey is carried out to investigate the functional satisfaction, the paper speculates the satisfaction percents by the statistical result from SPSS software. Meanwhile, the paper use the fuzzy hierarchy analytical method to setup a estimate model of functional satisfaction, and also let the Topsun Group co. as a example to check the speculation, the result prove that the speculation is valid.
