目前,在我国由于全生命周期造价管理只在建筑、公路等领域得到应用,而在特大项目,特别是在煤炭行业建井阶段,未得到很好的执行,导致有些煤炭项目在建设过程中只考虑建设期造价,而忽略运营和维护期费用,在项目正式投产后造成未来庞大的运营维护费用,有时甚至造成大量不必要的经济损失,严重影响了煤炭建设企业的管理水平和经济效益。    论文在分析国内外研究成果的基础上,对全生命周期造价和煤炭井巷工程的相关理论进行了研究,并对煤炭井巷工程整个生命周期分阶段进行了造价控制分析,形成了煤炭井巷工程全生命周期造价管理理论体系,在此基础上,将BP神经网络,未确知数学方法应用于煤炭井巷工程全生命周期造价估算中,构建了煤炭井巷工程全生命周期造价估算模型。 最后以唐公沟煤炭井巷工程为例,对本文所建立的全生命周期造价估算模型进行检验,使BP神经网络用于该井巷工程建设期造价确定,未确知数学应用于该井巷工程运营期费用确定,从而得到唐公沟井巷工程全生命周期造价。案例证明构建的估算模型对井巷工程造价是可行的,具有很好的正确性和适用性。在多个煤炭井巷工程造价方案的前提下,煤炭企业可根据全生命周期造价最小化原则选择最优的造价方案,为煤炭井巷工程造价提供了有力的理论指导,使其具有借鉴和参考意义。

At present, because the full life-cycle cost management is used only in the field of construction, highways and other applications in our country, in the mega-projects, especially in the coal industry well construction stage, is not well implemented. Cause some coal projects in the construction process only consider the cost of the construction period, while ignoring the costs of operation and maintenance. The project officially put into operation cause huge future operating and maintenance costs, and sometimes even cause a lot of unnecessary economic losses, seriously affecting the coal construction management level of enterprises and economic benefits.    This article in the analysis of the research results at home and abroad on the basis of the theory of the full life-cycle cost and coal mining project carried out research on stages throughout the life cycle of coal mining project cost control analysis, the formation of coal mining project life cycle cost management theoretical system, on this basis, the BP neural network, not known mathematical methods used in coal roadway project full life-cycle cost estimation, constructed of coal mining project life cycle cost estimation model.    Last, Tang gong gou of coal mining engineering, for example, this article established the full life cycle cost estimation models were tested, BP neural network is used to determine the cost of the roadway construction period, unascertained mathematics applied to the roadway determine the Cost of project operation period, resulting in Tang gong gou shaft engineering life cycle cost. The case demonstrates the estimation model built on the roadway project cost is feasible, with good accuracy and applicability. Of coal mining project cost premise of the program, coal companies are based on the full life-cycle cost minimization principle to select the optimal cost of the program, provide a strong theoretical guidance of coal mining project cost, it has a learning and reference significance.
