中国是目前世界工程建设范围内，涉及投资额最大，工程项目最多的国家。但由于我国现有的造价管理方法相对滞后,对工程造价的风险管理未加考虑，导致许多工程项目造价管理的目标没有完全实现。经过一段时间的研究，学者己经逐步开始建立关于建设项目工程造价的风险管理的理念，但同时建设项目全过程中造价风险管理的基本理论和方法仍然存在许多问题。 　　　本文介绍了建设项目工程造价的风险管理的基本理论，阐述了造价、风险和造价风险管理等的基本概念；在建设项目整个寿命周期过程中，分析研究各不同建设阶段,从决策阶段、设计阶段、施工阶段到竣工阶段的工程项目造价管理存在的风险，以及该阶段风险对项目工程造价的影响；依据建设项目全过程的基本阶段，提出了从决策、设计、施工到竣工阶段造价风险管理的有效措施和方法，运用数学的方法分析造价风险管理的控制，来分析研究建设项目不同阶段存在的风险对工程造价的影响。本文的研究主要是在前辈研究的成果基础上，对建设项目全过程的不同阶段，提出一些关于造价风险因素的合理确定与有效控制以及相应可采取的措施。 　　　希望通过本文的研究，能够对建设各方强化自身风险管理及控制、成本管理及控制起到一定的借鉴作用。

China is one of the largest countries which has the most construction projects and engineering construction investment. However, our existing methods of engineering cost management are relatively backward. It didn’t take the risk management of project cost into consideration, which leads to many construction projects cost management goal unmet didn't even realize. After years of research, the basic idea of the construction cost risk management of the whole construction process has been gradually began to build, but the corresponding construction project cost risk management during the whole process of the specific theory and method still exists many problems. This paper introduces the basic theory of construction project construction cost risk management, and expounds the cost risk and cost of the basic concept of risk management theory and ideas. In the process of construction projects throughout the life cycle, the paper analyzes the various stages of construction: the decision-making stage, designing stage, construction stage to the completion of the risk in the phase of the project cost management and the influence of these risks to the construction project construction cost. According to the basic stage of the whole process of construction cost risk management, the construction project from the decision-making stage, design stage, construction stage to the completion of phase cost effective measures and specific methods of risk management were put forward to analyze the risk in the research project at different stages of project cost risk. In this paper, construction project cost risk factors in the whole process of the reasonable and effective control and measures which can be taken were proposed in reference on the basis of predecessors' research results. For this research, the results are expected to contribute to the construction unit to strengthen its risk control and management, cost control and management.
