石油管线的线路巡检管理是安全输油输气的基本保障,现有的几种方法或多或少存在着缺陷和不足,不能满足石油天然气巡检行业的要求。针对目前石油天然气巡检管理的特点以及向自动化发展的要求,为了提高管道巡检管理的工作效率,完善输油输气系统的运行管理,本文提出了一种解决输油输气管道巡检工作的新方案。系统结合全球卫星定位系统GPS,无限互联通信技术GSM和地理信息系统GIS技术各自的特点,开发了基于这三种技术的输油输气管道巡检管理系统。系统利用GPS的精确定位技术对巡查线路以及管道附属设施的故障进行精确定位,并利用GSM的SMS短信息服务将定位数据和巡检信息发送到接收终端;接收终端对接收到的信息进行解析、转换,归类,最后存放在中心数据库中;管理人员通过GIS,可以直观地掌握管线在地面的分布情况和巡检人员的运行轨迹和管道的运行情况,及时排除隐患。 论文首先根据管道巡检的背景分析了利用3G技术实现巡检系统的工作原理和系统构成,并对3G技术:GPS、GSM、GIS进行了简单介绍,为本系统的开发提供技术基础;其次从巡检系统的三个层面进行了研究,包括数据采集和传输层----手持终端的设计,数据处理层-----接收终端的设计和数据表现层-----客户端巡检系统的设计;最后和其他管道巡检系统进行了系统的比较,基于3G技术的管道巡检系统为输油管线运行管理导入了一个全新概念,有效满足了线路巡检工作快速、高效、及时的要求,将线路巡检管理水平提高到了一个新的层次。 本研究课题已经在多个项目中得到了应用,实践证明这是一种非常有效实用的巡检管理手段。

Basically, patrolling management of petroleum pipelines is a safeguard for oil and gas transmission. The existing methods can not meet the need of petroleum and natural gas patrolling industry. This paper puts forward a new scheme,to aim at characteristic of patrolling management of petroleum pipelines currently and development calling for automation, for the purpose of improving the efficiency of patrolling management and perfecting the operation management. A new pipelines patrolling management system is developed, which combines the respective advantages of GPS(Global Positioning System), GSM(Global System for Mobile Communication) and GIS(Geographical Information System).Whenever finding pitfalls or fault on the pipelines or equipment, GPS-OEM-based receiver will position the precise location of occurrence,then SMS(Short Message System) of GSM will transmit positioning data and patrolling information to the terminals;received information will be interpreted、transformed and classified in the terminals,then saved as central database; lastly the manager not only can acquire the distribution situation and operating condition of piplines,but alse can know the mobiling track of inspectors, then any latent trouble can be avoidded. Firstly, aimed to backgroumd of pipelines patrolling, this paper analyzes the principle of work and composition of system based on 3G technology, and introduces the basic knowledge of GPS、GSM、GIS; secondly, this pater research the three planes of pipelines patrolling system, the first plane is design of hand-hold namedly data gathering and transmission layer, the second plane is design of received terminals namedly data processing layer,the third plane is design of client patrolling system namedly data presentation Layer ; lastly, compare to other pipelines patrolling system, the pipelines patrolling system basee on 3G technology introduces a new conception to oil pipeline operation management,this system can meet the demands of quick、effectiveand timely management, this system brings the patrolling management a new plateau. This research subject has been applied to several projects.This kind of patrolling management system based on 3G technology is proved valid in practice.
