在现代社会中,危机已经成为社会政治经济文化生活的最重要特征之一。企业作为社会经济发展的主体,危机同样成为其生存和发展中的普遍现象。人力资源是企业最重要的资源之一,是推动企业发展的关键因素,直接影响了企业的收益和长远发展。因此,系统地研究企业人力资源危机,为企业提供科学适用的人力资源危机预警方法和预警系统,具有重要的理论意义和实践指导意义。 本文综合分析了企业人力资源危机及预警理论,结合BSC的原理和方法,对企业人力资源危机预警进行了系统的理论分析和实证研究。主要包括:(1)界定了企业人力资源危机及预警的相关概念;(2)结合企业人力资源战略需求,分析了BSC理论及方法在企业人力资源危机预警研究中的优势;(3)从财务、客户、内部流程及学习与成长四个维度出发,设计了企业人力资源危机预警评价指标体系;(4)利用AHP法结合专家评价确定了评价指标的权重,构建了企业人力资源危机预警评价模型,通过实证研究结合多级模糊综合评价方法验证了模型的准确性和有效性;(5)运用所建立的指标体系和评价模型,对目标企业的人力资源危机进行了预警评价,在分析评价结果的基础上,提出了相应的对策建议。最后尝试建立了初步的企业人力资源危机预警系统。

Crisis has become one of the most important characteristics in the modern society. Enterprises as the mainstay of the socio-economic development, crisis is the same as being a universal phenomenon in its survival and development. HR is one of the most important one for enterprises, and all the work is done by man. HR is the key element to push the enterprise development, a direct impact on earnings and long-term development. Therefore, studying the enterprises HR systematically provide the scientific and applicable Human recourse crisis and forewarning for enterprise, which has important theoretical and practice directive significance. In this article, enterprise HR crisis and forewarning has been integrated analyzed. Combining the BSC theory and method, the systemic theoretical analysis and empirical research have been make for enterprise HR crisis and forewarning .It mainly include: (1) define the related concepts for enterprise human resource crisis and forewarning; (2) analyze the advantage of ESC theory and method for the enterprise human resource crisis and forewarning research by combining the enterprise human resource strategic needs, (3) design the evaluation indicator-system of enterprise HR, from the four dimensions: financial, customer, internal management and learning & growth, (4) confirm the weight of evaluating indicator by using the AHP to combine the evaluation of specialists; build the evaluation model for enterprise human resource crisis forewarning; verify the veracity and validity of the model by combining the empirical research with Gaussian Blur comprehensive evaluation. (5) provide the corresponding measures for the relevant common crisis situation in research process; establish the primary enterprise HR crisis and forewarning system.
