安全生产,重于泰山。纺织行业与民生息息相关,但纺织行业作为传统行业,从业人员多、人员素质低、作业环境差在行业内普遍存在,导致纺织行业存在较多的安全问题。此外,纺织行业安全生产管理体系不健全,安全管理制度不完善的现状,一定程度影响了纺织行业的可持续发展。LFM纺织用品公司是江苏省盐城市A区的规上企业,是当地纳税大户,但近年来在企业经营发展过程中,安全生产管理工作遇到了很多挑战,暴露出不少问题,企业发展受到一定的困扰。企业在安全生产管理方面如何能够脱离困难局面,切实实现安全生产管理水平站上新的台阶,从而提升企业的整体发展,不仅是LFM纺织用品公司的迫切需求,也是当地政府密切关注的焦点。

    本文首先梳理了安全生产管理相关理论和研究成果;其次,以LFM纺织用品公司为研究对象,分析该公司基本情况及安全生产管理现状,提出该公司在MMEM(人-机-环-管)安全生产管理中存在的问题;然后,借鉴安全生产管理相关的实践经验,通过文献研究、问卷调查等研究方法,以MMEM安全生产管理理论为基础,提炼并分析了MMEM四个方面中的关键影响因素;进而,围绕MMEM安全生产管理的四个方面有针对性地制定LFM纺织用品公司安全生产管理的优化方案和保障体系。具体优化方案为建立健全LFM纺织用品公司的MMEM安全生产管理体系,即安全生产教育培训体系旨在规范公司安全生产教育培训,提升员工安全意识和安全生产知识与技能,从而提高公司人员安全生产整体素质;安全生产双重预防体系旨在通过风险防控和隐患排查,控制物的不安全状态,从而降低公司安全事故的发生率;作业环境闭环管理体系旨在规范生产作业环境,提高员工工作效率和生产效益,保障生产作业的质量和安全;安全生产管理责任体系旨在建立职责清晰,分工明确管理网络,切实落实企业安全生产主体责任。最后,从组织保障、文化建设、资金投入和监督考核等方面出发,提出保障措施,为企业扎实稳定的进行MMEN安全生产管理保驾护航。

Safety production is of great importance. The textile industry is closely related to people's livelihood, but as a traditional industry, the textile industry has many employees, low quality of people and poor working environment, which leads to more safety problems in the textile industry.However, the safety production management system of the textile industry is not perfect, and the current situation of the safety management system is not perfect, which affects the sustainable development of the textile industry to a certain extent.LFM textile supplies company is A regulated enterprise in Yancheng district A,Jiangsu province. It is A big local taxpayer, But in recent years, in the process of business operation and development, work safety management has encountered many challenges, exposed a lot of problems, to a certain extent, affecting the development of enterprises.How to get out of the dilemma of safety production management, improve the level of safety production management, so as to improve the overall development of enterprises, is not only the urgent need of LFM textile supplies company, but also the focus of close attention of the local government.

Firstly, this paper reviews the theories and research results related to safety production management. Secondly, take LFM Textile Products Company as the research object, analyze the basic situation of the company and the current situation of production safety management, and put forward the problems existing in the company's MMEM (Man-Machine-Environment-

Management) production safety management;Then, based on the theory of MMEM production safety management, the key influencing factors in the four aspects of MMEM are extracted and analyzed by referring to the practical experience related to production safety management, literature research, questionnaire survey and other research methods.Then, based on the four aspects of MMEM safety production management, the optimization scheme and guarantee system of LFM Textile Supplies Company safety production management are formulated.The specific optimization scheme is to establish and improve the MMEM safety production management system of LFM Textile Supplies Company:safety production education and training system to standardize the company's safety production education and training, enhance the safety awareness and safety production knowledge and skills of employees, so as to improve the overall quality of safety production of company personnel;safety production double prevention system to control the unsafe state of the material through risk prevention and control and hidden danger investigation, so as to reduce the incidence of company safety accidents;closed loop management system of operating environment to standardize the working environment, improve the work and production efficiency of employees, and ensure the quality and safety of production operations;safety production management responsibility system to establish a clear responsibility, clear division of labor management network, and effectively implement the main responsibility of enterprise safety production. Finally,from the aspects of organizational guarantee, cultural construction, capital investment, supervision and assessment, etc., put forward safeguard measures for enterprises to carry out MMEN safety production management solidly and stably.
