随着城市建设范围的扩大和建设速度的加快，城市供水的需求发生了很大的变化。自来水公司需要提供更高质量和高效率的服务。传统的服务局限于人工管理、手动操作和局部计算机管理，不能满足市场需要。因此，需要开发新的自来水计量档案信息管理系统来满足现代的供水需求。 本文针对自来水计量档案信息管理系统的发展现状及其在网络环境下的技术特点，全面剖析国内自来水计量档案信息管理系统未来的发展趋势，分析了系统的功能需求以及性能需求，提出了建立自来水计量档案信息管理系统的设计目标、构架要求和系统设计原则，并对系统进行了详细设计与实现。 系统采用了FLEX+MyEclipse+JAVA开发、使用SQL Server数据库管理数据，设计了基本信息注册、计量表管理表、监测表管理表、用户表管理表、抄表器抄表表、手工录入表、换表管理表、掏表管理表、移表管理表、换表盖管理表、铅封管理等表格，实现了基础信息管理、抄表管理、统计分析、企业管理，系统管理等功能。能够高效，安全可靠的对自来水计量档案信息进行相关的管理与信息记录的工作。 对于本文开发的软件系统，采用黑盒测试法进行了功能测试，测试结果证明，各个功能模块可以完成相应个功能，且模块间协作正常有效，能满足自来水计量档案信息管理系统的办公需求。本系统设计了友好的用户界面，提供了简单快捷的操作，实现了完整的功能模块，是一套稳定、实用的自来水档案信息管理系统，为自来水公司的信息化管理工作建设提供了有力保障。

With the rapid development of urban construction, the scale of the urban water supply is more and more big and the requirement of water supply is more and more high. Therefore, we must build a new management system to adapt to the demand of modern water supply, to promote a high level service of tap water. Aiming at the development status of water metering information management system and its technical characteristics under the network environment, this paper analyzes the developing trends of domestic tap water metering information management system and requirements of the system. What’s more, the designing goals, designing principle and system architecture of water metering information management system is proposed. This paper uses FLEX + My Eclipse + JAVA to develop software system and SQL Server database to manage data. It includes some main functions such as basic information management, metering management, statistical analysis, enterprise management, systems management. Some tables are designed, they are the basic information registration, meter management table, monitoring management table, users table, meter reading table, manual copy entry table, changing tables, change the table cover management table and seal management form and so on. As for the security of the system, the authentication and authority distribution mechanism are used to ensure the system security management. At last, we test the system. The result shows that the system can satisfy the design aims properly. This system is characterized by simply operation; user interface friendly and module function clearly. It provides a strong guarantee for water metering information management.
