摘要 为解决原有矿区矿产资源开发不足,扩大本区开采产量等问题,澄合二矿矿产资源整合项目准备进一步扩大二矿三水平煤层的矿产资源的延伸开发,旨在提高整个矿区的资源整体开发水平、矿产企业的集约化开发程度以及风险把控力度,推动澄合二矿矿产资源产量的合理化扩大。从澄合二矿矿产资源开发程度的实际进展程度进行分析,发现资源整合已经在解决产量扩大问题上初见端倪。但是由于是矿产资源企业,尤其是地方性质的煤矿企业,开采范围的局限、开采技术的落后、专业化技术人员的缺失导致本区煤炭资源产量已经进入继续开采的瓶颈。面对着国家能源消费结构的转型调整,资源整合项目无论是对周边熟悉的小型煤矿企业的兼并重组,还是在本矿区进一步深度挖掘,寻找扩大煤炭资源产量的方式,都会面临很大的风险。对矿产资源的整合项目进行可行性研究对于煤炭企业有着非常重要的现实和理论意义。 本文在归纳总结国内外已有研究的基础上,采用文献研究法、问卷调查法、定性和定量研究相结合的方法对澄合二矿资源整合项目的可行性进行研究。首先通过分析澄合二矿现有矿井的实际情况,生产现状和市场现状,分析了资源整合项目的必要性,其次,通过分析该项目的风险尤其是环境风险,论证了整合项目的安全可行性,并通过分析新水平的开发条件,采区情况,生产辅助系统水平等,得到整合项目在技术上是可行的,最后,通过财务评价对该项目的经济可行性进行了进一步分析,论证了该项目的在经济上是可行的,并以此为基础,制定了澄合二矿资源整合的项目方案,该方案在实现矿区新资源的合理利用和开发;实现资源优化配置;实现企业集约化发展有着一定的参考和借鉴意义,更有利于推进澄合二矿矿产资源开发布局优化,并为地方经济转型带来税费、利润、成本等方面的影响,实现矿产型地区的可持续化发展。

Abstract In order to solve the original mineral resource development, expand the area of mining production problems, extended development of Chenghe 2# Mine mineral resources integration project for further mining of three level mineral resources, aiming at improving the overall development level of mining resources, mineral enterprises intensive development and risk control efforts, promoting the rational expand of Chenghe 2# Mine mineral resources. From the analysis of the actual progress of Chenghe 2# Mine mineral resources, resource integration has got primary achievement in solving problems on expanding production. But because of the mineral resources enterprises, especially the local coal enterprises for lacking of mining range, professional technical personnel and backward mining technology lead to the bottleneck in the continuing coal production.Facing the structure adjustment and transformation of national energy consumption structure, resource integration project whether mergers and acquisitions of small coal mine enterprises around the familiar, or mining in the depth in itself, coal resources for expanding production will face great risk. The feasibility study of mineral resources integration project has a very important theoretical and practical significance for the integration of coal resources. In this paper, through the collection of relevant literature at home and abroad about the integration of coal resources, based on the theory of government intervention, return of scale and optimization, combined with the distribution of Chenghe 2# Mine mine characteristics of mineral resources and exploitation and utilization status, made feasible and necessary of integration project, and further explore the progress of the project construction safety. Firstly, by analyzing the actual situation, production status and market situation of the existing mine in Chenghe 2# Mine, the necessity of resource integration project is analyzed. Secondly, by analyzing the risk of the project, especially the environmental risk, it demonstrates the safety and feasibility of the integrated project And through the analysis of the development conditions of new mines, the situation of mining areas, the level of production auxiliary system, etc., it is technically feasible to get the integration project. Finally, the economic feasibility of the project is further analyzed by financial evaluation. The project is economically viable, On the basis of this, the mineral resources integration plan of the mine area is formulated. On the basis of realizing the reasonable development and utilization of mineral resources in the mining area, the optimal layout of mineral resources development and the intensive development of mineral resources development are realized. Regional resources integration has a certain reference and reference significance, more conducive to promote the integration of mineral resources in the development of coal mining optimization, and for local economic restructuring to bring taxes, profits, costs and other aspects of the impact of mineral-based areas can be achieved Continuous development.
