综合考核是企业管理的重要组成部分,对提升企业经济效益意义重大。同时,当前国内文献立足于我国国有企业实际进行研究的较少,把目标管理与绩效考核管理综合研究的更是不多。为此,本文在综述国内外研究成果与目标管理、绩效考核管理相关理论的基础上,对X煤矿绩效考核管理进行了系统、全面与深层次的研究,并提出了X煤矿综合考核管理构建方案。主要工作与成果如下:
(1)对X煤矿绩效考核管理现状进行了系统全面分析。即深层次挖掘X煤矿考核管理过程存在的问题,并结合前述目标管理、绩效管理相关理论,提出X煤矿进行综合考核管理的必要性,进而分析了其进行综合考核管理的可行性。研究发现,X煤矿在经营管理、安全管理、班组、员工等绩效考核方面还存在不少问题;同时研究认为,为了奠定企业管理基础,满足企业经营管理、安全生产管理等的需要,实施综合考核管理,是必要的,也是可行的。
(2)联系X煤矿综合考核现状分析,提出了考核目标、原则,设计了经营成果管理考核体系、安全精细化管理考核体系、工作质量管理考核体系、精神文明建设管理考核体系、规范化管理考核体系、矿高层参与综合考核管理体系。
(3)提出了综合考核管理体系运行流程、结果分析办法。从组织机构、制度、企业文化等视觉,提出了相应保障措施

Performance assessment is one important component of the business management. It has significant effect on the improving economic benefit of the enterprise. At the same time, there is few literature which based on the practical study of state-owned enterprises in China now, there is less article that combined the target management and performance appraisal management. Therefore, this paper bases on domestic and foreign theories of the target management and performance appraisal management. It gives a systematic, comprehensive and deep research on performance appraisal management of the X Coal Mine, and put forward the scheme about comprehensive appraisal management to it.Main results are as follows:
(1)Reviewing the domestic and foreign literature, the paper analyzes the related theory of performance appraisal management, and lays theoretical basis for researching the comprehensive appraisal management systematically on X Coal Mine.
(2)The paper gives a systematic analysis about the status of performance appraisal for X Coal Mine. In order to analysis the feasibility of the integrated appraisal management, it digs into problems existed in the management process of the mine and puts forward the necessity for comprehensive assessment management on the mine combined related theory about target management and performance management. The study finds that there are many problems performance appraisal of the mine such as operation management, security management, team and employee. At the same time , research suggests that it is necessary and feasible to implement comprehensive evaluation management in order to lay a foundation to the enterprise management and meet the needs of the operating management and safety production management.
(3)The paper gives analysis and research respectively to the five aspects on comprehensive appraisal in the X Coal Mine, which involves the operating results, the refinement of site safety, spiritual civilization construction, work quality and service, standardized management. It puts forward the construction scheme about management correspondingly at the end.
