本文以建立神新公司煤矿本质安全管理体系为目的，首先，从人-机-环-管四个方面分析了影响安全生产的因素，阐述了安全相关的理论及事故致因理论的产生及发展，并在理论上提出了煤矿本质安全化管理的思想，为神新公司本质安全化管理体系的建立奠定了基础；其次，对神新公司本质安全管理体系做了详细叙述：（1）神新公司建立了“以人为本”为最高宗旨、风险预控为核心、体现人-机-环境、为广大员工所接受的本质安全文化，其分为观念文化、制度文化、行为文化和物态文化四个层次结构，并从组织、制度、舆论等方面建立文化建设保障体系，深入推广本质安全文化。（2）根据神新公司“主体专业技术人员比例低、主体专业技术人才分布不合理、职工队伍整体文化素质不高”的特点，建立完整有效的保障人员本质安全的措施，包括对员工的认知培训，不安全行为检查(自检、互检、抽检)、观察预警、识别研究、评审等以及对不安全行为的责任追究执行安全问责制度。（3）为了加强和规范神新公司设备资产管理，加强本质安全体系建设，在设备的购买、使用、保养、检修等各个环节制定完备的设备安全管理办法，建立起设备本质化安全管理体系。（4）神新公司制定出合理管理制度，减少经济活动对周围生态环境的污染，搞好公司的环境保护工作，实现自然环境的本质安全化管理，同时，针对井下重大危险源，建立完整的预防管理制度，保证环境的本质安全化。（5）神新公司于2007年建立并逐步完善信息管理系统，实现企业管理的信息化，以达到信息本质安全化，实施后人员的不安全行为减少33%，百万吨死亡率降低了25%，取得良好效果。最后，将研究结果应用于神新公司小红沟、屯堡煤矿生产管理实践，取得了良好的效果。

In this paper, the Shenxin company set up coal mine intrinsic safety management system , first of all, from people-machine-environment-management it analyses the influence factors of production safety, and expounds the related theory and the generation and development of safety accident cause theory, and in theory puts forward the essence of coal mine safety management thoughts and intrinsic safety management system of Shenxin company; Second, Shenxin company's intrinsic safety management system is described in detail: (1) the company sets "people-oriented" as the highest purpose, risk control counter as the core, reflect the person-machine-environment, for the staff of the essence of accepted safety culture, which is divided into culture, system culture, behavior culture and found the four levels of culture structure, and from organization, system, public opinion to build an culture construction guarantee system, further promotion essence safety culture. (2) According to "the main body specialized technical personnel, low proportion subject professional and technical personnel distribution is not reasonable, worker team overall culture quality is not high" characteristic of Shenxin company, establishing a complete effective security personnel essence safety measures, including the cognitive training to employees, not safe conduct inspections (bit, mutual inspection, sampling observation early warning, the recognition), research, review and to unsafe ACTS the responsibility implement safety accountability system. (3) In order to strengthen and standardize the equipment asset management and strengthen essence safety system in the device's purchase, use and maintenance, repair and so on for safety management measures, it sets up the equipment essence safety management system. (5) Shenxin company established in 2007 and gradually improved information management system realizing enterprise management information, in order to achieve the information’s essential safety .The implementation made the personnel of unsafe ACTS reduces 33%, one million tons mortality by 25%, achieving good effect.Finally, the application of Shenxin company’s Xiaohonggou and Tunbao coal mine production management obtains good effect.
