险兆事件管理是煤矿安全的超前管理,大量文献和实践经验证明,较高的险兆事件管理水平能有效预防事故发生。近年来险兆事件管理相关理念和理论正在煤矿逐步推行,但由于缺乏险兆事件管理水平评价指标体系的引导,推广工作较慢,因此,本文针对险兆事件管理水平评价指标体系开展研究,以期为推进险兆事件管理提供参考和指导。
首先,本研究在梳理煤矿险兆事件管理水平有关文献的基础上,从人-机-环-管四个方面对文献中关于险兆事件管理水平的影响因素进行整理分析。然后,运用扎根理论对陕西5家煤矿进行实地调研,针对“煤矿险兆事件管理水平”这一课题开展深度访谈,记录总结访谈数据,在此基础上,收集险兆事件案例150起,对获取的数据进行实质性编码,获得主范畴和核心范畴,据此确定煤矿险兆事件管理水平影响因素包括安全管理人员、机械设备管理、作业环境管理、险兆事件信息管理、险兆事件管理制度建设、安全氛围6大核心范畴,并进行饱和性验证。
其次,通过德尔菲法对指标因子进行了两轮专家咨询验证分析,最终构建出一套包含6个一级指标和25个二级指标的煤矿险兆事件管理水平评价指标体系,运用层次分析法、熵权法从主观和客观两个层面对指标体系各指标因子权重进行确定,建立可以定量评价煤矿险兆事件管理水平的指标体系。
最后,本研究对该指标体系进行了实证应用,依据指标体系中各项因子编制调查问卷,在案例煤矿进行发放,结合模糊综合评价法对该煤矿险兆事件管理水平进行一级模糊综合评价和二级模糊综合评价,最终得出该煤矿险兆事件管理水平得分为71.2分,级别为三级,险兆事件管理水平属于一般水平。实证应用结果表明,本研究构建的险兆事件管理水平评价指标体系合理有效,可以用于指导和评价煤矿险兆事件管理体系构建,为提升险兆事件的管理和煤矿事故预防水平提供指导和参考。

The Near-miss management is an advanced management of coal mine safety. A large number of literature and practical experience have proved that the higher level of Near-miss management can effectively prevent accidents. In recent years, the concepts and theories relating of Near-miss management have been gradually implemented in coal mines. However, there was still lack of guidance in the indicators system for Near-miss management. However, due to the lack of guidance in the assessment indicators system for Near-miss management, the promotion work is slow. with a view to providing reference and guidance for promoting the management of Near-miss.
Firstly, based on the relevant literature on the level of Near-miss management of coal mine, this paper made a preliminary analysis of the factors affecting the level of Near-miss management in the literature from four aspects of human-machine- environment-management. Then, using the Delphi method, visited 5 coal mines in Shaanxi to carry out field research, carried out in-depth interviews on the topic "Near-miss management level of coal mine " and recorded summary interview data. On this basis, 150 Near-miss cases were collected and case data were recorded in detail. The main categories and core categories were obtained, and 6 core categories of Near-miss management were determined management personnel, mechanical equipment management, operation environment management, Near-miss information management, construction of Near-miss management system, safety atmosphere. Saturation verification, determined the evaluation index factor.
Secondly, through the verification and analysis of the index factors by Delphy method, a set of index system for evaluating the management level of coal mine Near-miss was constructed, which includes 6 first-level index and 25 second-level index. Then the weight of each index factor in the index system was determined by the AHP and entropy weight method from the subjective and objective two methods. The index system could be used to quantitatively evaluate the management level of coal mine Near-miss.
Finally, the empirical application of the indicator system was carried out in this study. According to the indicators in index system, the questionnaire were prepared to issue the case in a coal mine and fuzzy comprehensive evaluation method was used to conduct a fuzzy comprehensive evaluation of the management leve of coal Near-miss. The two-level fuzzy comprehensive evaluation finally concluded that the management level of coal mine Near-miss was 71.2 points and the grade was level 3, and the management level of the Near-miss was a general level. The empirical research results show that the Near-miss management level evaluation index system is reasonable and effective, It can be used to guide the construction the coal mine Near-miss management system,and provide guidance and reference for improving the management of Near-miss and prevention level of coal mine Near-miss.
