煤炭是我国重要的能源基础,贫油、少气、多煤是我国一次能源储量结构情况。因此,在我国能源生产和消费结构中长期存在着以煤炭为主的现状,煤炭在我国一次能源生产和消费中的比例平均高达70%以上。据不完全统计,我国采煤作业劳动者人数高达800万人,但危害采煤作业人员的的煤炭行业职业病的发病率在我国所有行业中长期处于高居不下的状况,其主要原因是我国各煤矿企业的管理模式落后、产业技术不先进以及经济发展不平衡。本文通过引用模糊聚类风险评估法对赛尔能源四矿职业病危害因素进行评估,尝试找出职业病的主要危害因素,并针对这些主要因素采取有效的防护措施,减少职业病发病概率,确保工作人员的健康。本文在参考了国内外有关的职业病危害的法律法规和相关标准的基础上,对赛尔能源四矿进行了职业卫生调查并咨询了相关专家,在逐级识别赛尔能源四矿的风险评价指标的基础上,建立了适合赛尔四矿职业病危害因素指标体系及模糊准则,划分了评价单元,通过应用现场职业卫生调查和危害因素实测获得数据,结合指标体系,进行矩阵计算,得出各评价单元职业病有害因素危害程度。其中掘进工作面,采煤工作面,煤炭运输及辅助运输受粉尘危害程度较为严重。因此针对不同的产尘原因提出可行的防尘除尘措施。

Coal is all important energy in China,the primary energy structure is rich in coal resources and poor in oil and gas resources in our country. Therefore,there is a coal-based energy production and consumption structure for a long time,the proportion of coal in primary energy production and consumption in our country is more than70%.There are about 8 million coal mining workers in our country,but because of the imbalance in economic development,the backward industrial technologies and management modes and so on,the coal industry is always high incidence of occupational disease in all industry in our country. This essay uses risk assessment method of fuzzy clustering to evaluate the occupational hazards of Purcell energy mine,trying to figure out the major risk factors of occupational diseases. Effective preventive measures against these factors to reduce the risk of occupational diseases and to ensure the health of the staff are also proposed in this essay. Domestic and international laws,regulations and related standards on occupational diseases are referred. We conducted field investigations in this mine ,asked for experts’ advice, identified risk evaluation index step by step,constructed an occupational hazard index system and fuzzy criterion that suits for Purcell energy mine and divided the evaluation unit. The date was acquired by carrying out field investigation on occupational health and hazardous factors. Combined the data with the Index System to calculate matrix equation and find out the harmful levels of those occupational hazards in each evaluation unit. It turns out that hazardous degree of industrial dust is pretty high in dig working face ,coal working face and during the process of coal transportation and auxiliary transport. Therefore feasible measures of dust prevention and removal are put forward according to different causes in the essay.
