摘 要 城乡一体化地籍信息管理系统主要是依据国家的相关政策法规，以地理信息系统作为技术支持，将城镇的地籍和农村的地籍数据纳入到同一个模型下来进行相应的管理，并且在此模型的基础上进行相应的变更和输出，实现了对城镇的地籍数据以及农村的地籍数据同步管理的目的。城乡一体化地籍信息系统主要是由七个子系统组成，地籍变更子系统作为其中之一，它的设计与实现主要是为了满足信息化发展的今天，地籍信息变更的需要而做的研究。地籍信息时刻发生着变化，要及时的做出更新才能适应社会的发展和经济建设的需要，才能更有利于国土部门的规划和管理，而城乡一体化地籍变更子系统的建设正是为了满足这一需要，解决这一问题的。 本论文首先介绍了城乡一体化地籍数据的组织，并在此基础上详细研究了城乡一体化地籍管理对象的具体内容以及地籍对象变更的具体情况。由于地籍对象之间联系非常紧密，因此当一个地籍对象发生变更时会引起一系列地籍对象的变更，使得地籍变更具有连续性和复杂性。本论文对于地籍对象之间复杂的相互变更关系以及详细的分类变更流程做了系统细致的研究。通过具体的研究，系统的设计和实现了地籍变更子系统的变更功能。
