随着国家社会保险制度改革的不断深化，养老保险制度改革首先被列入国家改革的重点。由于养老保险个人帐户的建立，传统的业务处理方式己经不能满足养老保险业务经办机构的需要，为适应养老保险制度改革，满足养老保险管理社会化的需要，兖矿集团公司迫切需要一套养老保险管理信息系统。 本论文基于这一应用目标，依据国家和山东省职工养老保险相关政策和规定，并结合兖矿集团的实际，主要研究了以下内容：职工养老保险管理体系，养老保险信息系统数据库规划和建设，客户端、应用服务器端的设计与开发，历史数据的迁移，系统安全性等几个方面。 本文研究并分析C/S结构的特点，结合软件与需求，运用了具有客户层、应用服务器层、数据库层的三层C/S系统模型，该模型具有安全性高，易于维护，易于扩展的特点。 本系统设计合理、运行稳定、操作方便，能与其他保险系统实现数据共享。本文所设计和实现了集团公司养老保险管理信息化，系统已经通过集团公司的验收，并在兖矿集团各单位进行应用，实现了养老保险管理的现代化、规范化、自动化、科学化管理。系统为领导的宏观决策提供快速、可靠的依据，系统大大减轻了基层单位的工作负担，提高了信息化管理服务水平。

The reformation of endowment insurance has been paid a great tension with the development of social insurance system reformation in China．With the account of endowment insurance building up，the traditional endowment insurance management can't satisfied the pension endowment insurance needing．In order to adapt reformation of the pension insurance system, YanKuang Group must develop a set of viable endowment insurance information system urgently． According to employees endowment insurance policy and regulation of China and Shandong Province，the main contents of this paper is as follows：developing the management system of pension insurance for employees;database construction; development of application software; transformation of the history data; system security and so on． In this paper, we analysed the characteristic of C/S architecture, we introduced three-tiered C/S model ,such as client tier、application tier and database tier. This information system is presented which has the characteristics of accessible, maintainable and expandable. The system follows the theories and methods of the software engineering．We use PowerBuilder as the development tool of the system，DCOM as application server components, HP-UNIX as server operating system，and the Oracle as database of system．The authority management of customer and the system recovery methods ensure the security of the system because the system is strict to obey the information technical specification, so the technique text file and code have the standard specification. This system is designed in reason, runs stably, operate conveniently and share data with other insurance systems. Since the successful development, it has already been applied in many subsidiaries of YanKuang Group, and realized the modernization, standardization, automation and scientific management of endowment insurance management. At present the system have helped the leaders make decision more quickly and reliably, have greatly lightened the working burden of branches, and have raised the level of management and service.
