摘 要
随着我国经济的快速增长,城镇和农村在经济、文化和空间上的各种联系逐步紧密,城乡一体化成了我国未来建设和发展的重要趋势和目标,国家近年来发布的各种文件中,也确定了城乡一体化的战略地位。土地管理的城乡一体化作为城乡一体化建设中的重要部分,对其整体进程起到了举足轻重的作用。
我国在建立土地管理信息系统的初期,针对当时城乡差别较大的状况,采取了将城镇和农村区别对待的土地调查模式,即城镇地籍管理模式和农村土地利用现状管理模式,建立了城镇地籍数据库和农村的土地利用数据库,这种模式在当前的发展状况下,出现了以下问题:(1)城镇地籍调查的空间范围没有与土地利用现状调查的空间范围进行有效衔接;(2)采用两套土地分类标准和编号系统带来不便;(3)城镇与农村的土地统计存在交叉重叠;(4)城镇地籍和农村土地利用两套系统数据使用效率低下;(5)数据库系统更新、扩展、管理不便。
本论文分析了所出现的问题,对城乡一体化土地调查数据组织进行研究,以现行的标准和规范作为参考,运用土地管理理论、地理信息技术和数据库技术等方面知识,从城乡一体化土地调查区域组织层次划分出发,提出了采用综合划分法的城乡一体化土地调查区区域划分思路,讨论了城乡一体化土地调查的编号系统设计方式,研究了基于实体关系的城乡一体化土地调查数据库设计方法,并结合湖北省恩施地区的实例,对恩施地区进行了城乡一体化土地调查区组织,设计了恩施地区城乡一体化土地调查数据库模型,提出了解决城乡一体化土地调查数据组织的可行方案。
本论文主要研究内容为:
(1) 研究了适合城乡一体化统一管理的土地调查区组织方式,采用“市(县)-地籍区-地籍子区-地块”的调查区层次组织模式,提出使用综合划分法的土地调查区域划分方法;
(2) 研究了城乡一体化土地调查编号系统,以特征码为分类标识,进行编号系统的统一设计;
(3) 分析了城乡分离模式下城镇地籍数据库和农村土地利用数据库的结构和特点,运用数据库规范化理论,讨论了现行城镇地籍数据库和农村土地利用数据库的缺陷,引出了城乡一体化土地调查数据库设计的必要性和可行性,并通过对比体现了城乡一体化土地调查数组组织模式的优势;
(4) 运用实体关系思路进行城乡一体化土地调查数据库设计,提出了城乡一体化的土地调查数据模型。

As the fast development of economy in our country, the relationship between urban and rural districts has been growing closer and closer, urban and rural integrative becomes an important trend for the future construction and development for our country. Recently published policy demonstrates the strategy position of urban and rural integrative, and in the process of urban and rural integrative construction, land management plays an important pole.
At the beginning of the establishment of land information system in our country, for adapting to the great difference between urban and rural districts in that period, government adopted the mode of separately treatment, establishing the urban cadastre database and country land use database. However, problems occur in present condition, such as spatial separation between these two systems, inconvenience caused by different coding system, overlap in the statistics, the low efficiency in the use of the two systems and trouble in the system updating, expansion and management.
This research analyzes the existing problem, referring to the standard and regulation which are being used now, and with the help of land management theory, geographic information technology and database theory, this paper discusses the idea of how to organize urban and rural integrative land survey zoning hierarchy, proposes a detailed method of land survey zoning, probes a modified urban and rural integrative coding system, and in this research, a new ER modeling based method of designing urban and rural integrative land survey database is proposed, with an example of Enshi district in Hubei province.
The innovation of this study includes:
(1) Based on the urban and rural integrative land survey hierarchy, propose an integrative partition method of land survey zoning;
(2) Design a different urban and rural integrative land survey coding system, which adds an new code column called characteristic code;
(3) Analyze the old urban and rural separation database, compare the different data models between urban and rural separation and integrative , demonstrate the advantage of urban and rural integrative in data organization;
(4) Propose a new data model of urban and rural integrative land survey, which is based on ER model and refer to the Object-Oriented method.
