矿业城市是我国城市的重要组成部分。长久以来，矿业城市为国家建设提供了大量的矿物能源和原材料，为国民经济发展做出了重要贡献，也为区域经济发展和人民生活水平提高发挥了重要作用。然而，矿产资源的开发也给矿业城市及其所在区域带来了一系列的环境、经济和社会问题。更为重要的是，随着矿藏的耗竭，以矿产资源开发为主的地方支柱产业以及其它辅助产业逐渐衰败，矿业城市的综合竞争力受到严峻挑战，可持续发展面临不可避免的危机。因此，从可持续发展的战略思想出发，研究矿业城市综合竞争力评价指标体系和评价方法，探讨增强矿业城市综合竞争力的政策措施，对矿业城市实现可持续发展具有重要的理论和现实意义。 在总结分析国内外相关研究成果的基础上，对矿业城市的概念、形成、类型、特点以及城市综合竞争力进行了理论分析和总结；确定了指标体系的构建原则和设计思路，构建了矿业城市综合竞争力评价指标体系，其中，一级准则层包括综合经济实力、产业结构优化程度、基础设施实力、资源环境支持度和创新竞争力共5个指标，二级准则层包括经济总量、矿业经济实力等14个指标，因子层为包括国民生产总值、矿产资源产量等32个指标；运用因子分析法和层次分析法的相关理论及方法，建立了矿业城市综合竞争力评价模型；对山西省三个典型矿业城市2007年、2008年和2009年的综合竞争力进行了实证分析，有针对性地提出了提升矿业城市综合竞争力的对策。

Mining city is an important part in our country. For a long time，mining cities provide a lot of fossil energy and raw materials for Nation-building, make an important contribution to national economic development, play an important role in regional economic development and improve living standards. However, explorations of mineral resources have brought the cities some environmental, economic and social problems. More importantly, with the depletion of mineral resources, local pillar industries based on mineral resources exploitation and other supporting industries have been down falling gradually. Comprehensive competitiveness of mining cities faces the severe challenge. Sustainable development also face inevitable crisis. Therefore, studying evaluation index system and evaluating method on comprehensive competitiveness of mining cities and studying policy measures on enhanced comprehensive competitiveness of mining cities has important theory and real meaning to sustainable development of mining cities. Based on summary and analysis of relevant research results at home and abroad, I theoretically analyzed and summarized the concept, formation, type, feature and comprehensive competitiveness of mining cities; according to confirming the construction principle and design idea of evaluation index system, I constructed evaluation index system on comprehensive competitiveness of mining cities. The evaluation index system has five first criterion level indicators including overall economic strength, degree of industrial structure, infrastructure, resources and environment support competitiveness and innovation, and has fourteen second criterion level indicators including economic aggregate, mining economic strength and so on. And it has thirty-two factor level indicators including gross national product, mineral resources production and so on. I use the theories and methods of the factor analysis and analytic hierarchy process to build an evaluation model to evaluating comprehensive competitiveness of mining cities. I empirical study the comprehensive competitiveness of three typical mining cities in Shanxi Province in the year 2007, 2008 and 2009, and put forward solution to promote the comprehensive competitiveness of mining cities.
