随着社会的发展，人口老龄化、生态环境、城镇化以及生活方式等一系列因素的变化，对于维护和促进人们健康提出了新的挑战。然而，由于健康服务发展与社会经济发展不匹配、不协调，出现了“看病难”的问题。为了实现“健康中国”的奋斗目标，并解决人民“看病难”的问题，在国家规划司的指导下，开始在全国范围内实施国家区域医疗中心建设项目。LYS中医院项目作为国家区域医疗中心（脑病）依托项目，该项目的施工进度备受国家各级政府的高度关注，其成功实施对于国家部署优质医疗资源并解决“看病难”问题具有重要意义。同时对于施工单位来说，如何确保该项目按期建成并投入使用，对降低建安成本以及提高社会效益具有重要意义。

本文选取LYS中医院项目作为研究对象，运用文献分析法、实证分析法以及系统研究法，对该项目的施工进度管理进行研究。首先对本文的研究背景、研究意义、国内外研究的动态、研究的内容、方法及技术路线进行了阐述，在查阅大量文献资料的基础上对项目进度管理进行概述，介绍了四种进度管理方法，为后文研究提供了理论基础。其次，本文收集整理了项目的基本资料，包括项目概况、主要施工组织、施工流程以及总体工区划分。在此基础上，结合专家访谈和问卷调查的方式，发现了LYS中医院项目施工进度管理中存在的问题。然后，本文以问题为导向，通过工作分解结构（WBS）理论对项目工作活动进行分解，重新编制了剩余工作的进度计划，以此解决工作分解和排序过于粗糙的问题。同时，为保证项目按计划推进，本文制定了进度计划控制原则、流程以及分级控制，以解决项目进度监控不及时、不准确的问题。最后，针对优化后的进度计划，本文从组织、经济、技术、沟通协调以及资源等方面提出了相应的保障措施。通过本文的研究，有助于改善该项目的进度管理，解决项目进度滞后问题，同时也可以为其他医院项目的进度管理提供参考和借鉴。

With the development of society, changes in a series of factors such as population aging, ecological environment, urbanization, and lifestyle have posed new challenges to maintaining and promoting people's health. However, due to the mismatch and uncoordination between the development of health services and socio-economic development, the issue of "difficulty in seeking medical treatment" has emerged. In order to achieve the goal of "Healthy China" and solve the problem of "difficulty in seeking medical treatment", the National Planning Department has begun to implement the National Regional Medical Center construction project nationwide. The project of LYS Hospital of Traditional Chinese Medicine, as the support project of the national regional medical center (Encephalopathy), has attracted great attention from governments at all levels of the country, and its successful implementation is of great significance for the deployment of high-quality medical resources and solving the problem of "difficulty in seeing a doctor". At the same time, for the construction unit, how to ensure that the project is completed and put into use on time is of great significance to reduce the construction cost and improve the social benefits.

This article selects the LYS Traditional Chinese Medicine Hospital project as the research object, uses literature analysis, empirical analysis, and system research methods to study the project's construction progress management. After discussing the research background, the significance of the study, the dynamics of domestic and foreign research, the content, methods, and paths of the study, it presents an overview of project progress management based on extensive literature review, introducing four progress management methods, providing a theoretical basis for later research. Subsequently, this paper collected and organized basic data on the project, including project overview, the main construction organizations, construction processes, and overall construction area divisions. On this basis, along with expert interviews and questionnaire surveys, it discovered the problems in the construction progress management of the LYS Traditional Chinese Medicine Hospital project. Then, this article, problem-oriented, uses the Work Breakdown Structure (WBS) theory to decompose project work activities, recompile the remaining work schedule to solve the problem of rough work decomposition and sorting. At the same time, to ensure the project progresses as planned, this paper formulates schedule control principles, processes, and tiered control to solve problems of untimely and inaccurate project progress monitoring. In the end, in response to the optimized schedule plan, this paper proposes corresponding safeguard measures from the aspects of organization, economy, technology, communication coordination, and resources. Through the research of this article, it will help improve the progress management of this project, solve the delay of the project, and also provide reference for the progress management of other hospital projects.
