在市场经济体制下，投资者投资一个建筑工程项目，不论投资主体是私营企业还是国有企业，主要目的是追求项目的总体投资经济效益，这样，就要求投资方对项目的全过程进行投资管理和控制，但从我国目前现状来看，大多投资者把重点放在对实施阶段的投资控制上，而忽视了把建筑工程项目全过程的各个阶段作为一个整体进行系统控制，导致投资效益低下、资金使用效果不理想、投入与产出不协调。本文从建设投资方的角度，把建筑工程项目投资管理作为一个系统工程，按照系统论的原理对项目的寿命周期全过程进行投资控制，追求项目的整体投资效益，具体分为以下几个部分进行阐述： （1）比较全面地分析了国内外工程项目投资控制的现状，并进行了对比分析。 （2）系统地分析并提出了我国建筑工程项目全过程投资控制的原理和方法；并结合实际情况提出了建筑工程项目全过程各个阶段的投资控制内容和途径；分析总结出了建筑工程项目全过程各个阶段对投资的影响因素；提出了一套建筑工程项目全过程投资控制系统流程图。 （3）结合我国建筑工程项目实际情况，提出了建筑工程项目全过程投资控制的系统控制方法。以西安市融侨曲江观邸住宅项目为例，论证研究建筑工程项目全过程系统投资控制是可行的，也是必须的。 本文所研究的内容是根据我国建筑业的现状和实际需要确定的，所利用的系统论原理和方法，在建筑工程项目全过程各个阶段的投资控制研究工作上有一定的创新性；研究成果及西安市融侨曲江观邸住宅项目成功的全过程投资控制对我国建筑工程项目的全过程投资控制的发展壮大将具有一定的帮助和促进作用，具有较强的现实和理论指导意义。

In the system of market economy, when investors invest a construction project, whatever the investment subject matter are state-owned enterprises or private enterprise, the main purpose is to pursue the overall economic benefit of investment project, so that the whole project require investors to manage and control, but from the present situation, the most investors focus on the implementation stage of the investment control, and ignore all phases of the whole process of the building project as a whole, leading to investment low controlled, the effect of funds using being not ideal, input and output being out of line. Based on the construction of the investor, according to the theory of the project , this article make the investment management of construction project as a system of principles of project, control the whole process of the project’s life cycle, and pursue overall investment returns, dividing into the following several parts to elaborate it : （1）Rather comprehensively analyzing the domestic and outside present situation of projects’ investmen t control, and comparing both sides. （2）Systematically analyzing and proposing the principle and method of the investment control of the whole process of our country‘s construction project ;combined with the actual situation, proposing investment controlling contents and approaches of all stages of the whole process of construction projects ;analyzing and summarizing influence factors of the whole stages of construction project to the investment ;putting forward a set of investment control system flowcharts for the whole process of construction projects. （3）Combined with actual situation of construction project in China, putting forward system control methods of the whole process of construction projects in investment control . Take the project of Xi'an Qu Jiang Guan mansion house as an example, this investment systematical control of the whole process of construction projects is proved to be feasible and necessary. This study is based on the present situation and the actual needs of China's construction , the principle and method used are innovative on the whole stages of investment control research work of construction project ; research results and the success of Xi'an QuJiangGuan mansion house will have certain help and promotion to the rapid development of the whole process of Chinese construction projects in investment control , besides ,with stronger practical and theoretical significance.
