制约企业可持续发展的关键因素之一就是事故。近年来煤矿所发生的各类事故暴露出当前安全生产领域“认不清、想不到”的突出问题,针对这些问题,采取风险分级管控、隐患排查治理双重预防性工作机制,将安全生产的关口前移,分析事故发生的全链条,可有效防治风险转化为隐患进而演变成事故。以风险分级管控与隐患排查治理为目标,开发与双重预防工作机制相结合的煤矿安全管理信息系统,不仅可拓宽双重预防机制的应用范围,促进信息化管理与安全知识的融合,而且可保证煤炭企业双重预防机制工作开展的时效性与准确性,加强企业员工对双重预防机制管理流程的认知。
为实现煤矿安全信息化管理,落实双重预防工作机制,本文归纳了双重预防机制信息化建设的研究成果,列举了国内外风险分级管控与隐患排查治理方面的研究动向;依据煤炭企业工作特点,明确了适用于煤矿双重预防机制建设的管理流程,从系统整体需求及数据逻辑进行分析,结合煤炭企业组织结构、业务功能以及业务流程,进而建立系统数据流程,用数据字典的形式辅助说明;基于系统设计原则,确定了系统总体架构、系统开发策略及方法、系统运行模式、服务器结构以及软硬件配置,设计得到系统4项主要功能模块以及4项辅助性功能模块;通过AxureRP软件对系统各界面进行原型设计,基于JavaScript、PHP以及MySQL的开发平台实现包括系统登陆界面、系统门户及个人信息界面、风险分级管控界面、隐患闭环管理界面、数据预测分析界面以及系统信息管理界面在内的8项二级子菜单及26项三级网页的煤矿安全管理信息系统,测试表明:系统功能及性能均达到管理信息系统的要求。
基于双重预防机制的煤矿安全管理信息系统设计与实现,摆脱以往被动防御的煤炭企业安全生产管理方式,向主动的、问题发现型的管理模式不断靠拢,依托信息化管理手段合理发挥两道防火墙作为管控屏障的作用,可极大程度减少由危险源演变为事故的概率。安全管理信息系统的实现不仅为规范和完善双重预防机制中各环节的安全管理流程提供了决策支持和技术平台,而且可提升企业员工对双重预防工作机制的认知,对提高煤矿安全管理工作效率、便捷性以及安全管理水平都具有重要意义。

One of the key factors constraining the sustainable development of enterprises is accidents. In recent years, various types of accidents that have occurred in coal mining enterprises have exposed the outstanding problems of "unclear and unexpected" in the current safety production field. In response to these problems, we adopt a dual-preventive work mechanism for risk-based management and control, hidden investigation and management, and move the safe production frontier, seize the key links, and analyze the entire chain of accidents. It will effectively prevent risks from turning into hidden dangers and then evolve into accidents. In response to the call for the establishment of a dual prevention mechanism, with the goal of risk-based management and control of hidden risks, combined with relevant knowledge of management information systems, developed a coal mine safety management information system that integrates with dual prevention work mechanisms, giving full play to the safety management information system. High efficiency, convenience, automation and other features.
In order to realize the information management of coal mine safety and implement the dual prevention work mechanism, this paper starts from the research background and significance, summarizes and sorts out the research status at home and abroad, and expounds relevant theories and technical means on the system requirements, organizational structure, and business functions. In-depth analysis was carried out with the business process, and the coal mine enterprise organization chart, system business function chart and system business flow chart were drawn. Based on this, the data flow was analyzed and a data dictionary suitable for coal mining enterprises was prepared. According to the system design principle, the overall architecture of the system, the development strategy and method of the system, the system operation mode, the server structure, the hardware and software configuration are planned and selected, and the direct development strategy, the structured development method, and the B/S operation mode are formulated. As an integrated development program, we have completed the design of five system modules, including the risk classification control, hidden troubleshooting and data prediction and analysis, and the compilation of nine database tables based on modularity. System development uses HTML, PHP, MySQL and other front-end and back-end methods to implement the system's interfaces and functions. After testing, the system's functions and performance meet the requirements of the management information system.
The design and implementation of the coal mine safety management information system based on the dual prevention mechanism, freed from the passive and problem-oriented coal mines' safety production management methods, and approached the active and problem-finding management methods to control and control the risks. Hidden Trouble Shooting Two firewalls are used to control the barriers, which can reduce the probability of being transformed from a hazard to an accident. The implementation of the safety management information system not only provides decision support and technical platform for the specification and improvement of safety management processes in all aspects of the dual prevention mechanism, but also enhances employees’ awareness of the dual prevention mechanism and improves the efficiency of coal mine safety management. Both convenience and convenience are of great significance.
