The third part studies the value of the era of important discourses from the perspective of theory and practice, highlighting the theoretical significance of important discourses in the development process and the practical significance of the new era. The fourth part, on the basis of the previous article, summarizes and implements the basic principles and specific practice paths of important expositions, insists on arming the mind with Xi Jinping's important expositions on emergency management, and actively promotes the modernization of emergency management systems and capabilities.
