摘 要 项目贷款是商业银行主要贷款品种之一，项目贷款总量在商业银行整体信贷资产中占有较高的比重，是商业银行的主要盈利来源。因此，项目贷款在贷前、贷中、贷后各环节的风险控制能力对商业银行资产质量起着至关重要的作用，特别是贷前环节的项目贷款评估是风险防范的第一道关口，尤为重要。虽然商业银行已建立起自己的评估体系，但在评估指标体系及方法等方面仍存在一些亟待改进的问题，因此改进现有的评估体系，提高风险防控能力，对商业银行健康和可持续发展具有重要意义。 本文以商业银行项目评估理论为基础，通过对我国商业银行项目贷款评估体系和方法现状分析，找出目前存在的问题与缺陷，提出了以风险分析为导向，按照项目贷款面临的风险特征，以及重要性程度进行贷款评估的思路，重新构建和改进了评估指标体系，并以模糊层次分析法进行综合量化评价，得出评价结论。最后，对上述评价指标体系和评价方法进行了实证分析，验证了评价指标体系和评价方法的有效性。

ABSTRACT Project loan is one of the major loans in commercial banks, which occupies a high proportion of the total credit assets. It is also the main source of profit in the commercial bank, therefore the risk-controlling ability in each link plays an important role in ensuring the bank asset quality. The pre-credit review is the first barrier of the risk, which is particularly important. Although commercial banks have established their own evaluation system, there are still some problems such as evaluation index system and evaluation method which need to be improved. It is important for us to re-examine and improve the existing evaluation system to enhance the ability of risk prevention and control, which is of great importance in the healthy and sustainable development of commercial banks. Based on project evaluation theory of the commercial bank and the research on project loan evaluation system, this essay puts forward the risks-oriented theory. According to the project risk and the weight of importance, the theory reconstructs the index evaluation system and makes the evaluation conclusion by the means of fuzzy comprehensive method. Finally, this essay puts the evaluation index system and evaluation method into the case application, verifying the validity of the evaluation index system and evaluation method.
