通风是防止瓦斯、煤尘、火灾三种灾害的基础,一通三防是煤矿安全生产工作的重中之重,所以构建合理有效的煤矿一通三防安全评价体系对煤矿安全生产至关重要。 本文针对煤矿“一通三防”系统,以矿井安全性为研究对象,通过对煤矿瓦斯、通风、自然发火、粉尘多重监测数据与影响因子的搜集整理,将一通三防工作中涉及安全的各项因素逐项细化,分析、创建安全评价的指标体系。然后运用模糊综合评价法,以各危险因素对安全保障的隶属度等级状况为依据,计算确定各层指标的权重分配集,建立了多级模糊层次综合评价模型,从而将煤矿井下复杂的问题逐层划分成简单的问题,使定性的安全问题进行定量评价成为可能。最后,以评价模型为基础,采用C/S架构,在.NET开发平台上研究并开发煤矿一通三防安全评价系统,充分发挥计算机计算高效、界面友好、操作简便的优势,把原本复杂的数学计算评价过程封装起来,使煤矿一通三防安全评价系统成为更适合工程技术人员现场使用的一个安全评价工具。 本文最后部分进行现场工业试验,应用煤矿一通三防安全评价系统对碱沟煤矿一通三防工作进行安全评价,并针对评价结果,对矿井一通三防安全体系中存在的突出问题进行了科学分析,提出合理化建议。

Ventilation is to prevent gas and coal dust, fire disaster of three, One-ventilation and three-prevention safe production of coal mine working is heavy, so constructing the reasonable and effective one ventilation and three prevention safety evaluation system to coal mine safety production is crucial. In view of coal mine "one ventilation and three prevention" system safety problems, in order to mine safety as the research object, through the coal mine gas, ventilation, spontaneous combustion, dust and multiple monitoring data and the impact factor of the collection, will one ventilation and three prevention work related to safety of various factors by refinement, analysis, establishing safety evaluation index system.Then using the fuzzy comprehensive evaluation method, the risk factors on security degree of membership grade condition as the basis, calculate and determine the weight distribution of each index set, establish the fuzzy multi-level comprehensive evaluation model, which will be mine complex problem layer is divided into simple questions, make the qualitative safety quantitative evaluation possible.Finally, in order to evaluate the model as the basis, using C/S architecture, the NET development platform the research and development of coal mine one ventilation and three prevention safety assessment system, give full play to the computer calculation of efficient, friendly interface, convenient operation advantage, the original complex mathematical calculation evaluation process package, make one ventilation and three prevention safety evaluation system become more suitable for coal mine safety evaluation of engineering and technical personnel at the scene using a security evaluation tool. In the last part of the field test, application of one ventilation and three prevention safety evaluation system for JianGou Mine one ventilation and three prevention work for safety evaluation, and according to the evaluation results, the mine one ventilation and three prevention problems in the security system of the scientific analysis, proposed the rationalization proposal.
